This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Consortium for Quality Improvement and Survey and Certification Operations (CQISCO) in a Regional Office (RO), in Chicago, IL, Kansas City, MO, and San Francisco, CA.

Working in the Consortium for Quality Improvement and Survey & Certification Operations in a Regional Office you will serve as a Medical Officer providing medical and scientific expertise to assure health care services are furnished to Medicare and Medicaid beneficiaries in an efficient manner.  Specifically you will:

 

- Conduct quality oversight and assessment of outcomes of care for the Medicare and Medicaid populations

 

- Identify trends in the quality of health care services in all health care settings

 

- Plan, develop, and implement specific projects related to health services delivery

 

- Serve as an advisor and medical consultant to the Consortium Administration and staff in program areas concerning the planning and implementation of Medicare and Medicaid program services and initiatives.

 

- Play a lead role in evaluating quality improvement activities in various care settings, including nursing homes

Specialized Experience: Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

 

Specialized experience is defined as one (1) year (52 weeks) of specialized experience equivalent to the grade 14 level in the Federal service which include: (1) Performing observational studies as it relates to health care service delivery systems; (2) recommending solutions to improve the quality of health care; and (3) leading subordinate employees in performing assessments of the quality of healthcare. 
 
Substitution of Education for Experience:  There is no substitution of education for specialized experience at this grade level.
 
Combination of Experience and Education: There is no combination of experience and education for this grade level.
 
EDUCATION REQUIREMENT: In addition to meeting the Specialized Experience requirement listed above, all candidates must have the following educational requirements as described below, to be considered for this position.

 

BASIC QUALIFICATION REQUIREMENTS:
 
Degree: Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation. [A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduate (ECFMG) (or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country).]
 
AND
 
Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathy degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in an institution accredited for such training.
 
ADDITIONAL REQUIRMENTS:  
 
Licensure: Applicants must have active, current registration as a professional doctor in a State, District of Columbia, The commonwealth of Puerto Rico, or a territory of the United States.

 

Must be Board Certified in a recognized medical specialty.
