NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted position that requires membership in a compatible military assignment in the New York Air National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. 

 

 

This position is located in an Army National Guard (ARNG) or Air National Guard (ANG) organization/unit.  Its purpose is to provide human resources services to technicians and Active Guard Reserves (AGRs).

The position is remote from the Human Resource Office (HRO).  The primary function of this position is to provide technical support on a wide range of technician and AGR human resources matters to line supervisors, managers, technicians, and AGR members at the base or unit organizational level and to coordinate such matters with the servicing HRO.

In order to meet the minimum qualifications for this  HUMAN RESOURCES ASSISTANT position, you must meet the following criteria.

 

GENERAL EXPERIENCE: 

Administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position.  Experience using computer and automation systems.

 

SPECIALIZED EXPERIENCE:

Must have at least 12 months experience in the interpretation and application of regulations, procedures or laws.  Experience that provided a working knowledge of administrative functions.  Experience performing personnel transactions.  Experience working independently and setting priorities with very little supervisory control.

 

 

 

KSA's:

Candidates will be evaluated on the basis of the KSA's listed below.   Applicants are encouraged to address the KSA's in their application or resume or by submitting a supplemental statement with their application.   Written response to each KSA will ensure that specialized experience criteria is recognized and credited.

 

1.  Comprehensive knowledge of a wide range of NGB and OPM recruitment and placement regulations, policies and procedures including the local merit promotion plan, and an understanding of numerous AGR, GS, WG, WL, WS occupational qualification requirements to develop vacancy announcements and to analyze and evaluate individuals' basic eligibility for avariety of clerical, technical, administrative, and wage grade positions.

2.  Practical knowledge of position classification rules, regulations and procedures and ability to use standards that clearly apply or that are used for cross-series comparison.

3.  Practical knowledge of employee relations, labor relations, and equal opportunity principles and practices and counseling techniques required to resolve minor conflicts or problems with employees, supervisors, or union officials.

4.  Thorough knowledge of the overall requirements, objectives, practices, and peculiarities sufficient to advise commanders, managers, and supervisors on assigned cases.

5.  Ability to communicate orally and inwriting and to deal cooperatively with others to obtain needed information, to complete required case processing, and to explain decisions or recommendations to interested parties.

6.  Knowledge of automated system(s) supporting civilian and military human resources programs and the ability to retrieve data for studies, projects, and analytical reports.

7.  Ability to use personal computers with different software applications (i.e., Microsoft Word, Adobe Acrobat, Form Flow, Microsoft Excel, Microsoft Access, Microsoft PowerPoint).  Ability to prepare presentations, graphs, charts, and tables.  Knowledge of Internet applications to obtain pertinent information.

8.  Basic knowledge of arithmetic sufficient to perform computations pertaining to service record entries (leave, years of service, etc.)

 

MILITARY REQUIREMENTS:  Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

HOW YOU WILL BE EVALUATED:

All qualified applicants will be forwarded to the selecting official, unless there are more than seven qualified applicants.  In this case, the evaluation procedures in DMNA PAM 690-4, Chapter 5 will be used to further screen candidates prior to referral.  A panel of three members will be appointed to rate the candidates using the KSA factors.  Experience will be evaluated in terms of type and quality in relation to the requirements of the position.  Length of service or experience will only be used when there is a clear relationship with quality of performance or when necessary to break ties when all other ratings are equal. 

 

Following the determination of basic eligibility of the candidates as outlined in DMNA PAM 690-4, Chapter 5, qualified applicants will be referred to the selection official in the following sequence: 

 

1.  Category I:  All excepted service technicians in the New York Army National Guard  for Army technician vacancies and all excepted service technicians in the New York Air National Guard for Air technician vacancies, working at the location specified in the job announcement where the vacancy exists.

 

2.  Category II:  All currently employed excepted service technicians in either the New York Army or New York Air National Guard. 

 

3.  Category III:  Qualified members of the New York National Guard (Army or Air), to include AGR personnel and temporary and Indefinite technicians, or other individuals who are willing to become members of the New York Army or Air National Guard. 

 

* If there are fewer than three qualified applicants in Category I, then qualified applicants from Category II, III will be forwarded to the selection official, in sequential order, to provide at least three qualified applicants.
