This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-13 duties for the "Professional" work category are at the "Senior” work level and are equivalent to those at the GS-13 level.  The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

 

MAJOR DUTIES:

 

·         The primary purpose of this position is to serve as an engineer and provide technical advice to assigned program(s) or engineering functional.

·         Serves as a program or staff functional engineer managing assigned program(s) or tasks. Responsible as process owner for assuring the principles of System Engineering are applied throughout the system’s lifecycle, in accordance with the “back to basics” philosophy.

·         Performs engineering planning and policy development. Performs engineering assessment of the current and future acquisition engineering support requirements.

·         Performs engineering implementation. Implements plans and prepares program review documents to include, but not limited to detailed systems engineering plans, test and evaluation plans, programmatic environmental safety and health evaluations, acquisition plans, operating instructions, justification requirements documents, etc.

·         Communicates engineering issues effectively to engineering and management chain of command, and in meetings, conferences, and hearings at all levels.

BASIC REQUIREMENTS:  Degree: Professional Engineering.  To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

 

OR

A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.   The adequacy of such background must be demonstrated by one of the following: Professional registration, written test, specified academic courses or related curriculum.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

3. Incumbent is required to acquire and retain a Top Secret clearance with Sensitive Compartmented Information (SCI) access in order to fully perform the duties and responsibilities of this position.

4. Employee must pass initial and continued periodic short notice drug testing.  This is a drug testing designated position.  The incumbent is subject to random drug testing for drug use.

5. This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position. Employee is expected to meet Continuing Acquisition Education requirements.

6. Employee may be required to work overtime.

7. Safeguards classified or sensitive information and/or files.
