All new DCIPS employees are required to complete a two-year DCIPS trial period.

This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-15 duties for the "Supervision/Management” work category is at the “Expert” work level and is equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

Duties:

 

  • The purpose of this position is To serve as the single AF/A2 lead responsible for implementing Special Access Program (SAP) security policies for AF/A2, to include overseeing the day-to-day execution of special program integration with the AF Intelligence, Surveillance and Reconnaissance (ISR) Enterprise’s capability portfolio and sensitive source reporting program. Provides direction and guidance for personnel administering the Information Security Program for Special Access Programs (SAP) as designated by the Secretary of the Air Force.

  • Directs the day-to-day execution of SAP integration initiatives. Liaises directly with the AF/A3 staff and Chief of AF Integrated Joint Special Technical Operations (IJSTO) and programs on the day-to-day integration of USDI-owned intelligence SAPs that are delegated to the AF/A2 for execution.

  • Directs the Personnel and Physical Security Program. Provides policy interpretation and guidance for the Personnel Security Program for the System Program Offices, government agencies and all entities involved in the SAP, to include physical security.

  • Directs the Sensitive Source Reporting Program: Responsible for coordinating the research, analysis, evaluation, production and dissemination of intelligence involving all aspects of foreign military (including capabilities, doctrine strategy, operational art and tactic), political and counterintelligence matters worldwide.

  • Provides policy oversight and interpretation to staff agency security managers and Contractor Program Security Officers (CPSO) in implementing security education and motivation programs. Performs other functions as directed, conducts self-initiated tasks, and participates in professional development in accordance with the incumbent's Individual development Plan (IDP).

SPECIALIZED EXPERIENCE: 

 

Your resume must reflect experience at the next lower qualifying pay band or equivalent grade under the General Schedule (GS/GG) pay system or other pay systems, demonstrating quality in the knowledge, skills, abilities and competencies to meet the requirements of this position. Examples of creditable experience include: Mastery knowledge of DoD, Air Force, and Intelligence Community program management policies and objectives. This includes knowledge of military command structure, mission, programs and organizational relationships. A comprehensive knowledge of major intelligence programs to include the National Intelligence Program (NIP), Military Intelligence Program (MIP), the Consolidated Cryptologic Program (CCP), and Tactical Intelligence and Related Intelligence (TIARA) Program.

Comprehensive knowledge of Joint and combined operational doctrine; DoD organizational relationships at all levels; and Congressional and DoD oversight authorities and procedures. Oral and written communication must be the highest quality to clearly and accurately represent AF requirements, programs and policies to Congressional, DoD, Intelligence Community and industry. Ability to plan, organize and direct functional activities within available resources. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

 

  1. Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  2. Shift work may be required which may include overtime and/or irregular hours.

  3. Short and extensive temporary duty (TDY) trips worldwide using all modes of commercial and military transportation may be required. Successful performance of duties may require travel 20 to 30 percent of the time.

  4. Must have a valid driver’s license to operate vehicles.

  5. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

  6. Key: This is a key position. Incumbents must be removed from any military recall status if alternatives for filling the position during an emergency are not available.

  7. Polygraph: Incumbent is required to undergo a counterintelligence-scope polygraph examination.
