About the Agency

The position is located in the Great Lakes Regional Office of the International Joint Commission (IJC or Commission) in Windsor, Ontario, Canada. 

The incumbent serves as the Director leading a binationally staffed and financed office established to assist the Commission and its Great Lakes Water Quality Agreement advisory institutions in the discharge of highly complex and scientific/technical and public policy programs(i.e., restoration and maintenance of the chemical, physical and biological integrity of the waters of the Great Lakes Basin Ecosystem).

  • Supervises a staff of multi-disciplinary personnel from the Canadian and United States Civil Services. 
  • Establishes the Office's technical and workload objectives in conjunction with the Commissioners and Section Secretaries, taking into consideration overall International Joint Commission (IJC) goals and objectives.
  • Responsible for establishing and maintaining standards for the management of programs involving the collection, assessment, interpretation and dissemination of scientific, public policy, legal, and technical information and data.
  • Provides authoritative advice and information to the Commission on Great Lakes water quality matters and activities of the Great Lakes Regional Office.
  • Develops budget proposals for the Regional Office and oversees the preparation of reports on actual and projected resource use.
  • Maintains close liaison and working relationships with high ranking officials of state, provincial, and U.S. and Canadian federal water quality agencies.  Attends meetings and conferences, representing the Commission and the Regional Office.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant
with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must
demonstrate the following:

  • Experience in transboundary water quality and water management issues or closely related fields, which should include a thorough understanding of those issues in the Great Lakes Basin;
  • Experience providing leadership and oversight in planning, managing, directing, evaluating, and making recommendations for scientific, public policy, communications and technical program activities; and
  • Experience developing and effectively managing budgets and human resources related matters for an office.
There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and

  • Knowledge of and ability to apply fiscal and administrative policies, procedures, and practices sufficient to manage scientific, technical, and public communication programs;
  • Knowledge of public and private management principles, theories, concepts and techniques;
  • Knowledge of the mission, objectives, and management of the International Joint Commission;
  • Ability to comply with government (United States or Canadian) administrative and financial systems;
  • Ability to communicate orally and make clear and convincing presentations; and
  • Ability to build and maintain strategic partnerships with key stakeholder organizations working in the Great Lakes water quality community.
