Incumbent serves as the Disadvantaged Business Enterprise (DBE/ACDBE) Program Specialist, directly responsible to the Team Lead, Deputy Director, and Director of National External Operations Program, for assisting with all facets of a comprehensive and complex external Civil Rights Program. Serves as the consultant on the DBE and Airport Concession DBE Program. Through exercise of authority from the Team Lead, Deputy Director and Director of National External Operations Program, the DBE and Airport Concession DBE Specialist assures full implementation of core external civil rights functions, policies, procedures and serves as the liaison to Civil Rights staff, managers and airport sponsors nationwide. Reviews DBE and Airport Concession DBE program materials to determine adherence to external Civil Rights principles and ACR policy. Conducts or participates in comprehensive on-site compliance reviews of external Civil Rights program functions. Assists the Civil Rights staff and managers and provides technical assistance to airport sponsors nationwide.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-F or FG/GS 5-9 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but not limited to: Knowledge, understanding, and the application of 49 CFR Parts 23 and 26 in an oversight environment, assisting in DBE and ACDBE related compliance reviews of a Federal financial recipients; assisting in investigating and conciliating allegations of discrimination and/or non-compliance with Federal regulations and statutes and making recommendations for voluntary compliance. Applicants should include examples of specialized experience in their work history.

Knowledge, Skills and Abilities (KSA)
1. Knowledge of external civil rights programs statutes, regulations, and policies, regarding the DBE and Airport Concessions DBE programs.
2. Ability to conduct briefings and presentations.
3. Ability to convey information in a clear, concise, organized and convincing manner for the intended audience.
4. Ability to gather and compile data/information to assist with conducting trend analysis.
5. Ability to conduct compliance reviews, regarding DBE and Airport Concessions DBE programs at the airports under the guidance of the Team Lead.
