This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-13 duties for the "Supervisor/Management" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level.  The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

This is a centrally managed position.

 

 

Duties:

 

·         The primary purpose of this position is to serve as a security specialist with the SAP management office with primary/specific duties performed in the Special Analysis Squadron.  

·       Designs, develops, implements, and maintains a full spectrum security program, compliant with JAFAN 6/0 standards that account for all relevant security disciplines and enables the squadron to successfully protect highly sensitive classified information and complete the mission.

·       Analyzes, interprets, and adheres to Secretary of the AF and other applicable directives, security guidelines, and regulations pertinent to the SAP.

·       Within scope of squadron mission, performs classification security analysis and assessment on a wide range of security issues.  

·       Evaluates requirements for the integrated physical protection of sensitive programs and activities. Reviews and assesses blueprints, floor plans, architectural drawings, construction methods, and physical security devices.

·       Determines security requirements for the utilization of hardware, firmware, software, and information systems.

·      Develops and implements a Personnel Security Management Program for the squadron.

 

ADDITIONAL INFORMATION:  This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

SPECIALIZED EXPERIENCE: Your resume must reflect experience at the next lower qualifying pay band or equivalent grade under the General Schedule (GS/GG) pay system or other pay systems, demonstrating quality in the knowledge, skills, abilities and competencies to meet the requirements of this position. Examples of creditable experience include: experience assisting with implementing and maintaining classified security programs such as Special Access Programs (SAPs).   Experience with maintaining a full spectrum security program, compliant with applicable Director of National Intelligence (DNI) directives and/or JAFAN 6/0 standards, that accounts for all relevant security disciplines and enables the successfully protection of highly classified information.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

1.  Requires in-depth experience with security management and special access programs.

 

2.  Must have full and complete knowledge of applicable Secretary of the AF directives, security guidelines, and regulations pertinent to the execution of special access programs under his/her purview.

3.  Requires knowledge and experience with communications and data infrastructure capable of handling SAP information.

4.  Ability to effectively communicate with senior leaders, supervisors, managers, and technical analysts to accomplish assigned tasks.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. 


ADDITIONAL CONDITIONS OF EMPLOYMENT:

1.  Position is designated critical-sensitive; incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented information (SCI).  A non-disclosure agreement must be signed.

2.  This position is a Testing Designated Position (TDP).  Employee must pass initial and periodic short notice drug testing. Failure to comply with any of the special requirements when required subjects the incumbent of this position to reassignment or disciplinary adverse action, including demotion or removal.

3.  Work is generally performed in a partitioned office area occupied by other engineers and analysts.  

4.  Requires availability for short-notice work on evenings, weekends, and/or other holidays to include responsibility for responding to alarms on a 24-hour basis.

5.  Flexibility in adjusting scheduled workday is mandatory.

6.  Requires availability for TDY on a worldwide basis as necessary for executing position responsibilities. May be required to travel by military and/or commercial aircraft in the performance of TDY.
