About the Agency
This position is located on the Integrated Analysis Team in the Office of Integrated and International Energy Analysis, Office of Energy Analysis (OEA), U.S. Energy Information Administration (EIA). The position serves as the lead of the Short-Term Energy Forecasting Team, which is composed of subject-expert analysts across the Office of Energy Analysis. The Team is responsible for short-term analysis and projections of domestic and international energy demand, supply, conversion, and prices of fuels. This Team performs the energy analysis and produces the Short-Term Energy Outlook (STEO) that is published monthly. This requires analysis of complex energy/economic data and methodological techniques and relates the results of such analysis to high-level policy makers, the general public, the Congress, and the Administration. The Team also completes periodic and special purpose reports (supplements) on the short-term future of energy markets under alternative assumptions of economic growth, prices, and technological change or which discuss energy trends in the short term. The person in this position will also be responsible for leading development of the Regional Short-term Energy Model (RSTEM), which is used to produce the STEO, be an expert energy analyst, and technical authority. Working with the Office of Communications, the Team is also responsible for formatting and posting the monthly results on the EIA website.

As a Interdisciplinary Economist/Operations Research Analyst, you will:
- Coordinate and review work daily, weekly, and/or monthly related to STEO to include planning work to be accomplished by team members, setting and adjusting short-term priorities, and preparing schedules for completion of work; and giving advice, counsel, or instruction to team members on technical work matters only.
- Direct the compilation of the monthly publication, assuring the reasonableness of the forecasts as well as the accuracy of the data.
- Be responsible for technical direction of EIA analysts and contractors in energy analysis and forecasting relating to STEO, including the design, development, and implementation of new modeling approaches, as well as the documentation of such efforts.
- Complete presentations on analyses results, program, problems, and recommends solutions that impact the activities of other EIA offices.
- Assure that forecast and historical data are consistent with data appearing in other EIA publications and coordinates the resolution of any discrepancies.
- Represent EIA on agency and interagency committees, as related to the foregoing responsibilities.
- Prepare or direct expert analysis or technical reviews of the potential impact of energy legislation on short-term demand and supply.
- Complete analyses on economic and energy questions pertaining to a wide range of energy issues.

- SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
- Experience with the design, construction, and use of energy models,
- Experience originating new ideas, projects, studies, and methodologies for use in their own work and for other Analysts to follow
- Experience leading a team of analysts in the production of a major study intended for policymakers, and managing contracts with consultants to build or update energy models.

- Ability to develop and utilize appropriate data collection techniques.

- Ability to originate new ideas, projects, studies, and methodologies.
- Ability to design, build, and use models and simulation techniques.
- Knowledge of economic/operations research sufficient to apply new analytical developments.
- Ability to establish effective relationships with customers, information sources and project team members.
- Knowledge in the use of programming of EVIEWS or similar statistical and forecasting program such as SAS, RATS, or other.
Time-in-Grade: Current Federal employees must meet time-in-grade requirements for consideration.
CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section.

1. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
2. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
