The Export-Import Bank of the United States (Ex-Im Bank) is the official export credit agency of the United States. Ex-Im Bank's mission is to assist in financing the export of U.S. goods and services to international markets. Ex-Im Bank enables U.S. companies, large and small, to turn export opportunities into real sales that help to maintain and create U.S. jobs and contribute to a stronger national economy.


The Deputy of Export Finance Group (EFG) is responsible for supporting Senior Vice President of EFG & the Chief Banking Officer (CBO), the Board of Directors, the management of the Bank’s external client relationships and transactions and the product structure, design and delivery. The Group is comprised of the following Divisions: International Business Development, Business Credit, Trade Finance, Transportation, Operations, Structured and Project Finance. The Deputy of EFG is responsible for overseeing the daily operational aspect of financial transaction in response to requests from U.S. exporters, foreign buyers, foreign governments, foreign and domestic commercial banks, insurance brokers and other eligible applicants. The incumbent of this position is responsible for implementing the Group-wide program and policy initiatives and makes appropriate recommendations to the CBO.

Duties include, but are not limited to:

  • Serves as a key member of the senior staff of the Office of Chief Banking Officer which is all of the Division Vice Presidents for the EFG.  Provides guidance and counsel to VP’s and staff of EFG as necessary, as well as assisting in the establishment of EFG objectives, program goals and alerts the VP’s regarding guidelines and needed results.  The incumbent plays an important role in the development, implementation and improvement of processes and programs within the EFG.  Also, the incumbent provides advice and counsel to the Chief Banking Officer on operations and management issues related to the EFG.
  • Identifies and prioritizes issues requiring the attention of the CBO concerning all of the Divisions within EFG.  The incumbent develops recommendations for the SVP and implements decisions with respect to staff allocations, personnel requirements and selection, operating program and administrative budgets, training requirements and programs and logistics support to staff for productivity and performance.  Researches and evaluates views on processes, management and programs for the EFG and makes appropriate recommendations to the CBO.  Oversees coordination of decisions made by CBO with other Groups within the Bank.
  • Executes responsibilities of a senior manager by directing the appropriate individuals from EFG and throughout the Bank to address any relevant items for the CBO and/or the EFG.  
  • Serves as a liaison/spokesperson to institutions, such as other U.S. government agencies and the Hill, and advises the CBO on how these institutions’ policies and objectives effect Ex-Im Bank’s operations and programs.  
  • Develops and manages directives from the CBO to the EFG’s Divisions concerning transaction and portfolio related issues.  Coordinates activities and information within the Banks and serves as the CBO’s point person for resolving outstanding issues.  As requested by the CBO directs and oversees special projects and task forces.  Provides leadership to the team or task force in exploring alternatives and determining the process.
  • Coordinates procedures for EFG with other areas of the Bank.  Coordinates with the CBO and other Division VP’s in the EFG in the formulation and execution of initiatives related to process, quality and productivity improvements.  Facilitates communications within EFG and other Bank Divisions and Groups.  
  • Analyzes reports and procedures regarding transactions and performance, then provides technical direction to EFG staff., i.e. the short-, medium- and long-term guarantee and insurance activities of EFG.  These reports will illustrate the variances from established policies and recommend the follow-up action needed by the CBO.  Analyzes the data to recommend improving the EFG regarding efficiency, customer service, transaction specific issues and general management concerns.
  • Analyzes transactions that are outside the normal policies utilized by Ex-Im Bank.  Recommends necessary follow-up with CBO and if the existing policy or procedure should be altered to accommodate the specific transaction.
  • Facilitates Board correspondence and requests through appropriate Division VP’s.
  • Performs other duties as assigned by CBO, such as but not limited to being the representative/point person for GAO audits/reviews, Emergency Response Team/COOP and internal/external working groups/committees, monitoring of authorization numbers and administrative budget and calling on and responding to clients.

ECQ 5: Building Coalitions - Involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Applicants must possess ALL the following technical qualifications which represent the experience required to perform the duties of this position. Proficiency in these technical qualifications MUST be clearly evident in your application. MTQs include:

MTQ 1: Program/Policy/Project Analysis and Evaluation: Provides program/policy/project analysis and evaluation to conduct studies (concurrently or in sequence) that identifies special program/policy/project requirements and determines how to correlate those requirements with mission objectives to assure management officials will have the evaluative material they need for effectively directing Bank operations and programs.

MTQ 2: Trade Related Organizations: Expertise working with high-level officials and their respective trade related organizations such as: multinational development banks, the Organization for Economic Co-operation Development and Berne Union organization; other export credit agencies; and other appropriate U.S. Government agencies, including the Departments of Commerce, State, Treasury, Overseas Private Investment Corporation, Agency for International Development, and the Office of the U.S. Trade Representative.

MTQ 3: Financial Transactions and Portfolio Management: Broad knowledge of domestic and international financial institutions and international banking practices; the structure of the financial services industry; and broad understanding of the relationship between the financial system and international, national and regional economic conditions.
