NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted position that requires membership in a compatible military assignment in the North Carolina Army National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted position constitutes concurrence with the requirements as a condition of employment.  Applicants must be current members of the North Carolina Army National Guard.

POSITION INFORMATION:  Full-time Excepted Service  (Indefinite). This position is to be filled indefinite.  Individual selected may be terminated from employment upon receipt of a 30 day notice if shortage of funds or workload so dictates.  Selected individual will be eligible for retirement and insurance benefits.  Selected individual may be non-competitively converted to a permanent status if this position becomes permanently funded.

Plan and coordinate all matters pertaining to new and displaced equipment fielding, equipment readiness, and provide guidance and miscellaneous logistic/training fielding support to the Major Commands and subordinate elements.  Will maintain close and continuous coordination with support activities responsible for logistic related operations such as the J4, United States Property and Fiscal Office (USPFO), Combined Support Maintenance Shop (CSMS), Field Maintenance Shops (FMS), and Maneuver Area Training Equipment Site (MATES).   Monitor and provide guidance to gaining units as it pertains to logistic readiness for the Equipment on Hand portion of the Unit Status Report as it is affected by new/displaced equipment fielding.   Primary point of contact for assistance with new/displaced equipment fielding data that impacts equipment-on-hand changes in base Table of Organization and Equipment (TOE) and Table of Distribution and Allowance (TDA).   Process and monitor all changes pertaining to unit MTOEs or TDAs as per the Force Integration Readiness Officer’s guidance and the United States Army Force Management Support Agency (USAFMSA).   Serve as the final approval for all DA 4610-Rs prior to submission to National Guard Bureau (NGB) for input.  Advise and assist other staff personnel in equipment fielding matters pertaining to their areas of responsibility and assess current and proposed operations and plans for new/displace equipment fielding impact. Oversee, coordinate and administer the logistic/training functions by developing and issuing policy guidance on new/displaced equipment fielding matters including receipt, storage, deprocessing, issue, and property accountability.  Initiate and coordinate new/displace equipment training.  Coordinate with Major Commands for procurement of needed supplies, transportation, billeting, etc., in support of new/displaced equipment fielding and training. Visit fielding site to conduct quality assurance, provide guidance and assistance in equipment fielding matters. Work in close harmony with J4 and J3-Training personnel in all aspects pertaining to New/Displaced Equipment Fielding. Monitor the status of deprocessing of new equipment being fielded.  Coordinate maintenance support by external organizations for deprocessing.  Coordinate internal maintenance support for deprocessing.  Develop budget estimates for New/Displaced Equipment Fielding and Training.  Be responsible as the Sub-Program Manager for monitoring and maintaining the NET/DET budget.   Submit Mission Support Plans (MSP) to the appropriated NGB System Integrators and budget request to NGB to support new/displaced equipment fielding.   Prepare justification for budget request for new equipment to NGB.  Recommend priority for expenditure of funds for new/displaced equipment fielding’s. Perform other Duties as assigned.
