NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted position that requires membership in a compatible military assignment in the North Carolina Army National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted position constitutes concurrence with the requirements as a condition of employment.  Applicants must be current members of the North Carolina Army National Guard.

POSITION INFORMATION:  Full-time Excepted Service  (Indefinite). This position is to be filled indefinite.  Individual selected may be terminated from employment upon receipt of a 30 day notice if shortage of funds or workload so dictates.  Selected individual will be eligible for retirement and insurance benefits.  Selected individual may be non-competitively converted to a permanent status if this position becomes permanently funded.

Serves as an advisor to commanders on assigned unit human resources (HR) program.  Interprets policy and provides procedural guidance to commanders, supervisors, staff members and individual military members.  Provides training to supervisors and guidance and assistance to military members on program for which assigned.  Conducts and/or participates in Soldier Readiness Processing (SRP), and unit mobilizations and de-mobilizations.  Reviews, evaluates, and interprets regulatory guidance, policies, and procedures applicable to military personnel programs and provides guidance to all users.  Publishes guidance to enhance and simplify completion and submission of personnel actions.  Conducts staff visits and trains personnel within the unit in all programs for which responsible.  Conducts periodic briefings for staff, commanders, and administrative personnel to promote full understanding of all aspects of the assigned program.  Provides commanders, supervisors, and MILPO staff with a variety of statistical data or reports pertaining to military HR issues to assist in HR management decisions.  Responds to correspondence (general, other agency, congressional, etc.) regarding military personnel issues.  Researches, prepares response, and maintains action file.  As required, forwards response for review and/or response for the MILPO Director and/or State Adjutant General.  Estimates and projects future travel and funding requirements and submits request to MILPO Director.  Oversees the execution of task requirements in preparation for Initial Operational Capability (IOC) of DIMHRS, and identifies potential risk areas based on assessments between existing and emerging processes. Develops and recommends risk mitigation and/or bridging strategies to ensure minimum disruption of personnel services throughout the transition period. Recommends risk mitigation strategies for all tasks and provides briefs to the supervisor on any potential impediments and recommends courses of action. Develops metrics that pertain to DIMHRS integration, training, and fielding to ensure compliance with specified goals and objectives. Works with subordinate commands to improve overall performance of DIMHRS and assists in correcting any discrepancies noted. Ensures all  critical tasks are completed to meet established milestones and schedules. Facilitates the migration of tasks for legacy personnel and finance systems to include, but not limited to SIDPERS, DJMS-RC/DJMS-AC, JUSTIS, and AFCOS. Executes, through lower graded employees, the migration and modification plan for existing state applications. Ensures that all tasks associated with the software decommissioning plan and retention period for subsumed systems/applications are completed. Monitors the error resolution and data validation process. The incumbent may oversee the work activities of subordinate(s). Trains employee(s) in assigned duties and responsibilities. Assigns work, establishes priorities, and ensures technical quality of work products, initiates personnel actions, approves leave, resolves employee complaints, exercises disciplinary control, establishes performance standards and evaluates performance.
