This position is located at the Dalecarlia Water Treatment Plant, 5900 MacArthur Boulevard NW, Washington, DC.This position is under the supervision of the Washington Aqueduct.The Aqueduct, while part of the US Army Corps of Engineers, is a large scale, vital public utility, wholly financed through the sale of potable water.The job provides the opportunity to work at one of the largest water utilities in the nation, serving the public and producing a product which impacts the lives of all metropolitan area citizens and businesses on a daily basis.To be successful in this position, you will need to commit yourself to the Aqueduct’s mission of providing safe, reliable and cost effective water.

    As a Safety and Occupational Health Specialist, you will perform duties assigned by the Safety & Occupational Health (SOH) Manager in administering the Safety, Occupational Health (S&OH) and Industrial Hygiene (IH) programs at Washington Aqueduct (WA), a major municipal water supply facility serving over one million persons, and is functionally responsible for the overall planning and development of a comprehensive safety and accident prevention, industrial hygiene and occupational health program; establishment and interpretation of policies and criteria; coordination and evaluation of safety, industrial hygiene; and for providing safety and occupational health oversight at all WA operations, and activities. Primary activities include coordinating, executing and monitoring occupational safety and health activities and industrial hygiene activities for two major facilities. Serves as the technical specialist on S&OH under the S&OH Manager.

    Experience required:

    To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1. Apply Safety and Occupational Health regulations in order to manage water treatment operations and activities. 2. Formulate new safety and occupational health criteria and control procedures. 3. Inspect workplaces to ensure compliance with established safety and occupational health policies.

    This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09) You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

    • Knowledge of Safety and Occupational Health Concepts
    • Knowledge of Safety Developments pertaining to Industrial Hygiene
    • Skill in Written Communication
    • Skill in Oral Communication


    Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:

    A. I have successfully completed three full years of progressively higher level graduate education, OR a Ph.D. or equivalent doctoral degree, OR a LL.M. (if related) from an accredited college or university. Education must be in the field of safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. (NOTE: You must attach a copy of your transcripts for verification.)

    B. I have a combination of education and experience. I have the specialized experience as described above, but less than one year; and I have some of the education as listed in "A". I have computed the percent of experience and education I have completed and verified it equals or exceeds 100%. To compute the percentage, divide your total months of specialized experience by 12, this is the percentage of experience you have completed. Then divide the number of graduate semester hours by 54 and this is the percentage of education you have completed. Add the two percentages. The total percentage must equal at least 100 percent to qualify. Education must be in the field of safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.     C. I have specialized experience as described in above AND the education as described in letter "A". (NOTE: You must attach a copy of your transcripts for verification.)
