Area of Consideration: Open only to current Georgia Air National Guard members of the 165th Airlift Wing and their GSUs (117th ACS, 224th JCSS, 165th ASOS, Savannah CRTC).

Position Location: 165th Force Support Squadron, 165 AW, Garden City, GA. 

Type of Appointment: This is a full-time, Excepted Indefinite, dual-status, position which requires Georgia Air National Guard Membership.  Position is Indefinite but may convert to permanent without further competition.  If a tenured applicant is selected, tenure will not change.

Job Summary: This position is located in an Army National Guard (ARNG) or Air National Guard (ANG) organization/unit.  Its purpose is to provide human resources services to technicians and Active Guard Reserves (AGRs).  The position is remote from the Human Resource Office (HRO).  The primary function of this position is to provide technical support on a wide range of technician and AGR human resources matters to line supervisors, managers, technicians, and AGR members at the base or unit organizational level and to coordinate such matters with the servicing HRO.

PCS: PCS is not authorized.

Background Check:  Selectee may, at the option of the agency, be required to submit to criminal, credit history, and general background checks which will be evaluated by the agency prior to a final offer of employment and access into the Georgia National Guard Federal Technician or Active Guard/Reserve program.

National Guard Membership: This position requires military membership. It is designated for Georgia Air National Guard  Enlisted incumbent(s) only. In accordance with AFR regulations, incumbent performs duties necessary to accomplish military  human resources assistant functions in support of programs essential to state Air National Guard daily operations, training and readiness missions.

As a member of a Georgia Air National Guard unit, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year. Georgia Air National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required of this position:

  • Works with HR Specialists in the HRO to accomplish a wide range of human resources transactions, for technicians and AGRs, related to recruitment, placement, classification, employee and labor relations, benefits, entitlements, training and incentive awards.
  • Advises, and provides comprehensive procedural and technical guidance to managers and supervisors in the areas of recruitment, placement, separation, and retirement.
  • Provides information to managers and supervisors regarding issues of ARNG/ANG technician occupations and the effects of specific regulations or instructions on anticipated human resources actions.
  • Assists managers and supervisors in resolving AGR problems relative exclusively to AGR tours in day-to-day operations.
  • Provides assistance and information pertaining to employee relations and labor relations matters to managers, supervisors, union officials and technicians on moderately complex problems of employee conduct or reorganizations, leave problems, indebtedness, union contracts, agreements and the full range of procedural requirements for filing grievances, appeals, and complaints.
  • Provides detailed guidance or specific information on benefits and services including, but not limited to: thrift savings plans, life insurance, health insurance open seasons, leave and pay inquiries, uncommon tours of duty, Office of Workmen’s Compensation OWCP) claims, disciplinary actions, performance ratings.
  • Reviews, indexes, and files guidance and reference material such as correspondence, requisitions, message forms, human resources regulations, instructions, manpower reports and records, utilizing appropriate code and file systems and cross-referencing when required.
  • Performs substantive administrative and clerical support duties in the areas of incentive awards, training, classification, performance ratings, etc.
  • Maintains data concerning technician and AGR manning documents, including listings of employees against positions.
  • Utilizes personal computers with different software applications in daily work and prepares presentations, graphs, charts, and tables.
  • Performs other duties as assigned.

General Experience: Applicant possesses administrative or clerical experience, education, or training which demonstrates the candidate’s ability to perform the duties of the position. Experience using computer and automation systems.

Specialized Experience: Applicant possesses a minimum of 12 months specialized experience in the interpretation and application of regulations, procedures or laws.  Experience that provided a working knowledge of administrative functions.  Experience performing personnel transactions.  Experience working independently and setting priorities with very little supervisory control. 

Knowledge, Skills and Abilities (KSAs):   Applicants who meet the eligibility requirements will be further evaluated by the Selecting Official based on the following KSAs considered essential to perform the duties and responsibilities of this position.

  • Knowledge of a wide range of NGB and OPM recruitment and placement regulations, policies and procedures including the local merit promotion plan, and an understanding of numerous AGR, GS, WG, WL, WS occupational qualification requirements to develop vacancy announcements and to analyze and evaluate individuals’ basic eligibility for a variety of clerical, technical, administrative, and wage grade positions.
  • Knowledge of position classification rules, regulations and procedures and ability to use standards that clearly apply or that are used for cross-series comparison.
  • Knowledge of employee relations, labor relations, and equal opportunity principles and practices and counseling techniques required to resolve minor conflicts or problems with employees, supervisors, or union officials.
  • Knowledge of the overall requirements, objectives, practices, and peculiarities sufficient to advise commanders, managers, and supervisors on assigned cases.
  • Ability to communicate orally and in writing and to deal cooperatively with others to obtain needed information, to complete required case processing, and to explain decisions or recommendations to interested parties.
  • Knowledge of automated system(s) supporting civilian and military human resources programs and the ability to retrieve data for studies, projects, and analytical reports.
  • Ability to use personal computers with different software applications (i.e., Microsoft Word, Adobe Acrobat, Form Flow, Microsoft Excel, Microsoft Access, Microsoft Power Point).  Ability to prepare presentations, graphs, charts, and tables.  
  • Knowledge of Internet applications to obtain pertinent information.
  • Knowledge of arithmetic sufficient to perform computations pertaining to service record entries (leave, years of service, etc.)


National Guard Compatibility:  Once an applicant is selected and prior to being placed in the technician position, the selectee must be assigned to the 165th Force Support Squadron in the Georgia Air National Guard as an Enlisted member in AFSC: 3S0XX. Rank Conversion is strictly prohibited.

Wear of the Air uniform as prescribed by AR/NGB/GA NGR is required for incumbent of this position.  Acceptance of this position constitutes concurrence with this requirement as a condition of employment.
