CONNECTICUT ARMY NATIONAL GUARD

TECHNICIAN VACANCY ANNOUNCEMENT

DUTY LOCATION:  USPFO-Data Processing Center, Hartford, CT

JOB SUMMARY:  The purpose of the position is to perform studies of new or modified computer applications, develop a plan to accomplish the needed work and to perform the required programming work.

NATIONAL GUARD MEMBERSHIP IS REQUIRED.  This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard.  Applicants who are not currently a member of the Connecticut Army National Guard must be eligible for immediate membership and employment in the Connecticut Army National Guard.  If you are not sure you are eligible for military membership, please contact a Connecticut Army National Guard recruiter at (800) 716-3550 before applying for this position.

The major duties include, but are not limited to:

  • Reviews and analyzes the business practices of serviced organizations to determine those practices that could be significantly enhanced by the modification of existing or the development of new automated systems. 
  • Receives and evaluates requests for data processing projects. 
  • Works closely with customers to determine required functional requirements and to translate functional requirements into design specifications.
  • Recommends improvements to current applications.
  • Integrates multiple operating systems and coordinates between functional areas that necessitates unusual coordination and organization requirements.

GENERAL EXPERIENCE:  Experience that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process.  Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. 

SPECIALIZED EXPERIENCE:  Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 36 months of specialized experience in the following:

  • Experience that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. 
  • Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. 
  • Experience that required adaptations of guidelines or precedents to meet the needs of the assignment.  
  • Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.  

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:  A Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.  (Major study-computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.) 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of overall systems software methods for integrating and optimizing components within the assigned area of responsibility. 
  • Knowledge of applications software development concepts and techniques sufficient to applying computer assisted software engineering (CASE) tools to the design and development process. 
  • Knowledge of computer equipment and assigned application software tools to provide guidance to less experienced co-workers in resolving programming problems.
  • Knowledge of current state-of-the-art system software technology and related computer equipment sufficient to design, evaluate code, test, and debug large and complex programs. 
  • Knowledge of requirement analysis methods to develop systems modifications and knowledge of pertinent government regulations.
  • Ability to design, test and debug large complex programs.


COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

include Bonuses and the Student Loan Repayment Program, the following termination rule applies:

  • Incentive Termination without Recoupment: If you accept an Active Guard Reserve (AGR) position or a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
