This position is located in the Directorate for Education and Human Resources (EHR), Division of Research on Learning in Formal & Informal Settings (DRL). The mission of EHR is to achieve excellence in U.S. science, technology, engineering and mathematics (STEM) education at all levels and in all settings (both formal and informal) in order to support the development of a diverse and well-prepared workforce of scientists, technicians, engineers, mathematicians and educators and a well-informed citizenry that have access to the ideas and tools of science and engineering. As the Supv Management and Program Analyst (Administrative Manager), you will serve as the key member of the management team leading the administrative management of the Division by coordinating and integrating all Division administrative components. As the primary administrative advisor, you will be responsible for the day-to-day operations of administrative functions, including the supervision of a large program support team (approximately 14 staff members), preparation and management of the Division's financial resources, human resource management, oversight of grant and contract administrative functions, and continuous improvements in the Division's management of program operations. The position requires supervisory skills, analytical skills and the ability to work effectively with professional and technical staff throughout the Foundation, outside organizations, and the general public. The Administrative Manager plays a lead role in identifying needs, and ultimately designing, developing, implementing, and reviewing quality improvement processes and mechanisms.  In addition you will also:

  • Participate in the recruitment and selection processes;
  • Coordinate and allocate workload for the program support team;
  • Monitor and track successful completion of work products;
  • Identify developmental needs and facilitate appropriate training and development opportunities;
  • Evaluate the work performance of subordinates as well as evaluate the overall program performance of the team and the business processes
  • Identify, project, and allocate financial and other resources required to provide administrative support; and
  • Ensure effective communication between Division Directors, Program Directors, and Program Support staff.

To qualify for this position, you will need to have one year of specialized experience equivalent to the GS-11 level including planning work to be accomplished by support staff, considering organizational needs, training/development, and position management in recruiting; supporting the use of administrative systems to meet needs; reviewing and consolidating budget estimates; preparing budget justifications; and setting and adjusting short-term priorities and preparing schedules for completion of work.


Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
