Find Solutions to Agricultural Problems that Affect Americans Every Day, From Field to Table

As an Administrative Officer for the USDA's Agricultural Research Service in Brookings, South Dakota, the incumbent provides leadership in the management of business functions in support of research programs. The incumbent works closely with the management team to efficiently and effectively carry out all administrative operations. Such functions include management advisory services, budget, human resources, agreements, purchasing and contracting, safety, and facilities.

  • Performs a variety of administrative duties in support of office functions.
  • Provides technical guidance and assistance to employees and management on a full range of administrative functions.
  • Manages all phases of budget formulation, execution, and administration.
  • Informs management and employees of human resources rules, policies, regulations, and procedures.
  • Manages the procurement program by anticipating long and short term needs and planning accordingly to procure supplies and services.
  • Supervises employees by assigning and evaluating work, and by defining objectives, priorities, and deadlines.

Minimum Qualifications for the GS-09 Grade Level: To qualify for this position at the GS-09 level, you must meet ONE of the requirements below:

Specialized Experience: One year of specialized experience equivalent to the GS-07 grade level that demonstrates the knowledge, skills, and abilities necessary to perform successfully the duties of the position. Specialized experience includes but is not limited to the following:

  • Conducting qualitative and quantitative assessments to evaluate business programs and processes.
  • Managing phases of budget formulation, execution, and administration.
  • Supervising administrative staff by assigning and evaluating work.
  • Serving as a primary liaison and advisor for a wide range of human resources issues to include identifying training needs, filling vacant positions, and recommending promotions, awards, and other forms of employee recognition.
  • Anticipating long and short term needs of a facility and planning accordingly to procure supplies and services timely and within budget.
  • Overseeing the implementation of facility and real property management and general services functions.

    OR

    Education: Two full academic years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in finance, business administration, accounting, public administration, or other closely related field. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be determined; one year will be defined as 18 semester hours. (NOTE: You must submit copies of your transcripts if using education to qualify)

    OR

    Combination: You may qualify for this position if you have a percentage of the specialized experience described above and a percentage of the graduate education described above such that when the two percentages are added together, they total at least 100 percent. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. Only graduate education in excess of one year (i.e., 18 semester hours) may be combined with experience under this standard. (NOTE: You must submit copies of your transcripts if using education to qualify)

    Applications will be evaluated in accordance with Office of Personnel Management’s (OPM) Delegated Examining Procedures using category rating. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Category placement will be determined based on applicants’ quality of experience and the extent they possess the following knowledge, skills, and abilities (or competencies):
