About the Agency

This position is located in the Office of Document Reviews within the Office of Classification, of the Office of Health, Safety and Security.  The Office of Classification develops and interprets Government-wide and Department-wide policies, procedures and guidance, performs document reviews, and conducts training to ensure the accurate identification of information and documents that must be classified or controlled under statute or Executive order to protect the National Security, and controlled unclassified Official Use Only information for the effective operation of the Government.

A successful candidate in this position will serve as an action officer providing technical expertise and guidance, oversight, and management for the programs of the Office of Document Reviews and is responsible for the review of documents that will be released to the public that (may) contain DOE classified information and/or Unclassified Controlled Nuclear Information.  The incumbent will be required to conduct classification/declassification reviews and, as part of this activity, exercise derivative classification and declassification authority in broad technical areas.

As a General Engineer or Physical Scientist, you will:

  • Serve as an action officer and evaluator of supporting contractor staff performance in document review tasks.
  • Serve as an advisor and recognized expert in DOE’s classification and declassification document review process. 
  • Conduct classification and declassification reviews of documents, across all DOE technical subject areas, excluding Naval Reactors, and review for unclassified controlled nuclear information, in accordance with regulatory guidance.
  • Oversee the activities of a support contractor staff that performs document reviews and develops reports.
  • Participate in special studies concerning DOE document classification/declassification procedures, practices and guidance.
  • Prepare position papers and guidance; develop data, and technical narrative information for response to inquiries from members of Congress, other government agencies, special interest groups, oversight groups, and the public.

SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.  Specialized experience for this position is defined as experience in engineering and/or physical science principles and concepts in order to provide expert advice, guidance, oversight, and management of classification/declassification reviews of documents.

ADDITIONAL QUALIFICATION REQUIREMENTS

Rather, you must describe in your application how your past work experience demonstrates that you possess the KSAs identified below. 
 

1. Ability to apply classification guidance and conduct document classification reviews in accordance with applicable laws and regulations to protect Restricted Data (RD), Formerly Restricted Data (FRD), National Security Information (NSI), and Unclassified Controlled Nuclear Information (UCNI). 
2. Ability to convey policies and technical information and to provide expert technical advice and guidance concerning classification/declassification review policies.
3. Ability to participate in agency and interagency task forces, committees, and meetings.

GS-801: (A) Degree: professional engineering. OR (B) Combination of education and experience - college level education, training, and/or technical experience that furnished (1) thorough knowledge of physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of engineering sciences and techniques and their applications to one of the branches of engineering.  Must be demonstrated by one of the following: (1) Professional and current registration as a professional engineer by any State, DC, Guam, or Puerto Rico; (2) Written test - evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners; (3) Specified academic courses - successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements; or (4) Related curriculum - successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

GS-1301: (A) Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR (B) Combination of education and experience - education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY:
Eligible candidates for this position must be able to obtain and maintain a DOE Q clearance. The duties and responsibilities of this position require that the incumbent have access to documents and/or material containing Secret Restricted Data which are related to sensitive issues. Therefore, the position demands the highest degree of public trust and requires that the incumbent possess a DOE "Q" Clearance.
 
This position has also been designated as a Testing Designated Position (TDP) subject to testing for illegal drug use. The selectee must test negative prior to being appointed to this position and will be subject to random testing thereafter. Failure to pass or refusal to take subsequent tests could result in non- selection or disciplinary action, up to and including removal from the Federal service.
  
THIS POSITION IS NOT IN THE BARGAINING UNIT COVERED UNDER NTEU.
