About the Agency

This position is located in the Program and Business Analysis Department at the Fleet Readiness Center Southwest in Coronado, California. Work includes analyzing and recommending costs and benefits of alternative methods of financial management of the organization’s programs and administrative operations; implement legal and regulatory controls over approved budgets; provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities.

- Monitor, gather and provide data, information and recommendations concerning funding estimates.

- Analyze and/or prepare a wide variety of progress and financial reports to determine trends in obligations, expenses and revenue.

- Examine program status to identify funding issues and recommend corrective actions.

- Effectively monitor plan versus expenditures to prevent cost overruns and identify deviations from plan to close out funding documents.

ELIGIBILITY:

Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocation or technical degree or certificate from a qualifying educational institute.

BASIC REQUIREMENTS

Have a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND have Superior Academic Achievement. In order to be qualified for Superior Academic Achievement, you must meet one of the following provisions: 1. Maintained a grade-point average of "B" (a GPA of 3.0 or higher) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. - OR - 2. Maintained a grade-point average "B+" (a GPA of 3.5 or higher) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. - OR - 3. Rank in the upper one-third of your class in the college, university, or major subdivision. - OR - 4. Be a member of a national honor (other than freshman honor societies) recognized by the Association of College Honor Societies. NOTE: GPA's are rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an honor society. Please submit a college transcript(s) showing your grade point average for all four years of undergraduate study, including all transferred courses.

 

OR

Have 1 full year of graduate education from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credit hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

OR

Have one year of specialized experience in the same or similar work at a level of difficulty and responsibility. Specialized experience includes: gathering financial data and identifying discrepancies in the data; assist in the preparation of budgets, keeping a log of obligations and expenditures.

 

OR

Have a combination of specialized experience and education as listed above.

TRAINING AND DEVELOPMENT:

·       Orientation program

·       Mentorship throughout the Program.

·       Individual Development Plan to assist with career planning, professional development, and training activities.

·       At least 40 hours of formal, interactive training each year of the Program.

·       Positions may offer opportunity for career advancement.

 

AFTER PROGRAM COMPLETION:

Recent Graduates may be converted to a permanent position (or, in some limited circumstances a term appointment lasting 1-4 years).

 

To be eligible for conversion, Recent Graduates must:

·       Be a US Citizen.

·       Successfully completed at least 1-year of continuous service in addition to all requirements of the Program.

·       Demonstrated successful job performance.

·       Met the qualifications for the position to which the Recent Graduate will be converted.

 


QUALIFYING EDUCATION:

1) A high school whose curriculum has been  approved by a State or local governing body, or a home-school curriculum that has been approved by such a body or a State; and

2) Any of the following educational institutions or curricula that have been accredited by an accrediting body recognized by the secretary of the U.S. Department of Education:

(i) A technical or vocational school;

(ii) A 2-year or 4-year college or university;

(iii) A graduate or professional school (e.g., law school, medical school); or

(iv) A home-school curriculum

 

Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
