This position is located in the Animal Plant Health Inspection Service–Veterinary Services, Surveillance, Preparedness, and Response Services Logistics Center (SPRSLC), Planning, Preparedness, and Response Section. The incumbent reports to the Director of the Surveillance, Preparedness, and Response Services Logistics Center. The organization ensures the availability of critical veterinary supplies, personal protective equipment, animal vaccines, antivirals, and other pharmaceutical products and equipment that States, Tribes, and Territories need in the event of animal disease outbreaks or in response to a catastrophic natural disaster.

 

The incumbent is fully involved in the planning, coordinating, successful execution of all mission and functional activities of the SPRSLC, providing day-to-day oversight, leadership and guidance. Additionally, this individual is responsible for coordinating, execution, and transformation of organizational activities and programs to assure necessary strategic integration, coordination and administration of operational activities.

APHIS is an emergency response agency. This means that all Agency employees may be asked or assigned to participate in rotating temporary duty assignments to support emergency programs at some time during their careers with APHIS. For details click: APHIS Emergency Response

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.

The duties may include, but are not limited to:

  • The incumbent works with the SPRSLC Director to establish policy and provide overall guidance and direction for operational policies, plans, programs, objectives and resources.
  • This individual also conducts special studies and projects to develop readiness-oriented systems and programs that answer current and future requirements of strategic USDA, APHIS, VS initiatives.
  • The SPRSLC Logistics Management Specialist also represents the SPRSLC at meetings or conferences with leadership and staff, representatives of USDA, APHIS, VS, HHS,DHS, SNS, CDC, FDA, DOD, and other agencies,stateandlocalpublichealthofficials,andemergencyresponders,public health organizations, law enforcement personnel, contract partners, pharmaceutical manufacturers and distributors, on matters associated with materiel readiness and sustainment with authority to make commitments on matters pertaining to the SPRSLC.
  • This individual is fiscally aware and responsible determining resource requirements, such as budget, personnel, space, equipment, and the outline and context of plans, facility and equipment requirements.  
  • The incumbent executes administrative and personnel management responsibilities related to the accomplishment of the mission.
  • The SPRSLC Logistics Management Specialist finalizes emergency response and logistical plans, protocols and standard operating procedures for execution of complex and evolving logistics function.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Planning, procuring, storing, managing, and transporting of inventories of materiel that would be required in the event of a natural or technological disaster.
  • Conducting special studies and projects to develop readiness-oriented systems and programs that answer current and future requirements of organization strategic initiatives.
  • Developing operating program guidance to supplement program policies to meet unique or specialized requirements and ensures adequate internal control systems are developed and utilized.

(Note: There is no education substitution for this grade level.)

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Taking fiscal constraints into account while determining resource requirements, such as budget, personnel, space, equipment, and the outline and context of plans, facility and equipment requirements.
  • Establishing policy and providing overall guidance and direction for operational policies, plans, programs, objectives and resources; is responsible for all facets of program management which affect the organization and the interrelationships with parallel or higher organizations
  • Representing the organization at meetings or conferences with leadershipandstaff,representatives of internal and external organizations including other federal agencies,stateandlocalpublichealthofficials,emergencyresponders,and pharmaceutical manufacturers.

FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Using inventory accounting procedures and practices to manage supply operations and overall management of supplies and equipment.
  • Leading short-, mid- and long-range master planning to provide program objectives and direction for the organization.
  • Coordinating organizational activities and programs to assure necessary strategic integration, coordination and administration of operational activities.
  • Serving as a leader and technical authority in logistics matters related to veterinary, medical, or non-medical materials during exercises and emergency deployments.

Special Conditions:

  • As a condition of employment, satisfactory completion and favorable adjudication of a background investigation and/or fingerprint check may be required for this position.
  • Position may be eligible for telework.
  • Must be able to travel 25 percent or more of the time using government, domestic and/or foreign modes of air, land and/or sea transportation; and must be available on a 24-hour basis, including weekends, year-round.

HOW YOU WILL BE EVALUATED:

Applications will be evaluated in accordance with Office of Personnel Management’s (OPM) Delegated Examining Procedures using category rating. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants’ quality of experience and the extent they possess the following knowledge, skills, and abilities (or competencies):

  • Knowledge of Emergency Preparedness
  • Ability to identify priorities, changing work requirements, meet deadlines and coordinate the work of others
  • Knowledge of qualitative and quantitative techniques to plan, schedule and efficiently and effectively evaluate and recommend future resource needs
  • Knowledge of organizational operations and application of logistics principles for a major program
  • Written, oral and interpersonal communication skills
