About the Agency

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

 

This General Engineer position is located in the Underwater Ship Husbandry Division (NAVSEA 00C5), Office of the Director of Ocean Engineering/Supervisor of Salvage and Diving (NAVSEA OOC), of the Naval Sea Systems Command (NAVSEA), at the Washington Navy Yard in Washington, DC. Position serves as a ship's husbandry Project Engineer with responsibility for directing all aspects of the underwater ship husbandry program for underwater welding on ships and submarine hull, propellers, propulsion systems, appendages and underwater systems.

 

NAVSEA 00C is a special mission office reporting to the Commander, Naval Sea Systems Command and is responsible for providing technical and managerial direction and policy guidance for a wide range of ocean engineering, diving and salvage programs and operations.

As ship's husbandry Project Engineer, duties include, but are not limited to the following:

 

  • Manage the Underwater Welding (UWW) Program to include developing UWW equipment and material inventory objectives and provide life cycle management of NAVSEA owned equipment.
  • Develop an UWW program budget and submit to the Division Director for incorporation into the Underwater Ship Husbandry (UWSH) Program; Conduct audits and equipment evaluations of contractors and Navy activities that perform UWW on US Navy vessels and craft to ensure compliance with UWW program requirements and specifications.
  • Manage engineering and operations tasks of field activities and support contractors in support of the UWW program.
  • Develop new specifications or revise/update existing specifications as they pertain to UWW.
  • Develop, review and approve UWW repair plans for US Navy ships, submarines and craft.
  • Prepare, review and staff Departures From Specifications pertaining to UWW.

BASIC EDUCATION REQUIREMENT:
I have successfully completed a professional engineering degree from an ABET-accredited (Accreditation Board for Engineering and Technology) college or university. 

  OR


I have successfully completed a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science of physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics.
                                                  OR

I have a combination of education and experience that is equivalent to a professional engineering degree. I have a Professional Engineering Registration to demonstrate the adequacy of my education and experience.

I have a combination of education and experience that is equivalent to a professional engineering degree. I have successfully passed the Engineer-in-Training (EIT) examination, which demonstrates the adequacy of my education and experience.
                                                    OR
I have successfully completed a degree with at least 60 semester hours of courses in physical, mathematical, and engineering sciences, and in professional engineering curriculum (as described in the first response above).

I have successfully completed a degree in engineering technology or in an appropriate professional field, (e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) and I have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. OPM guidance indicates that there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience. In addition to the BASIC EDUCATION REQUIREMENT described above, I have one year of specialized experience equivalent to the next lower grade (GS-11) in the Federal service or equivalent experience in the private or public sector as a provide professional engineer support in the design, development, production, or life cycle-maintenance of ships or submarine Maintenance and Modernization.

Qualified applicants will have performed duties such as: support ship or underwater welding projects, programs, or certification processes; Conduct audits and equipment evaluations of contractors and Navy activities; manage program resources; conducting audits of underwater welding equipment or processes to measure the integrity of underwater welding programs.


FOR THE GS-13 PAY LEVEL:
In addition to the BASIC EDUCATION REQUIREMENT described above, I have one year of specialized experience equivalent to the next lower grade (GS-12) in the Federal service or equivalent experience in the private or public sector as a professional engineer planning, coordinating, or managing underwater maintenance programs to support the design, development, production, or life cycle-maintenance of underwater ship husbandry programs.

Qualified applicants will have performed duties such as: managing ship or  underwater welding projects, programs, or certification processes; translating underwater welding program needs into contract language used for the acquisition of services, equipment, or systems; assessing acquisition policies to execute cost-saving acquisitions of underwater welding project/ program resources; or conducting audits of underwater welding equipment or processes to measure the integrity of underwater welding programs.
