DUTY LOCATION:    Indianapolis, IN (Human Resources)

JOB SUMMARY:    The primary purpose of the position is to provide management advisory services and technical, procedural and evaluative assistance to managers/supervisors and employees in the area of injury compensation for both ARNG and ANG Units at numerous statewide locations.

This job announcement is for employment as an Indiana Army National Guard Technician; a Federal Civil Service position.  This is a dual-status technician job whereby you are required to maintain active membership in a National Guard unit and are required to wear the military uniform at the workplace.  As members of a unit of the Indiana National Guard, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year.  Indiana Army National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.

APPOINTMENT FACTORS:  This position is a Permanent Excepted Service position.

MILITARY RANK REQUIREMENTS:   E-4 thru E-7

MILITARY SPECIALITY REQUIREMENTS:  Individuals must meet the qualifications for the technician position but will have 1 year from date of hire to be assigned to a compatible MOS in a compatible unit for the technician position advertised.

As a Human Resources Specialist (Employee Benefits) with the Indiana Army National Guard (ARNG), your duties will include, but will not be limited to:

  • Serves as the Injury Compensation Program Administrator (ICPA) and is the primary focal point for the Federal Employee’s Compensation Act (FECA) program for all ARNG and ANG Units at numerous statewide locations.  Provides advisory services to managers/supervisors and employees, on all aspects and features of the Office of Workers’ Compensation Program (OWCP).  Counsels employees and supervisors on matters related to workers’ compensation, such as determination on job reassignments, light duty, options regarding leave for time off the job, and potential compensation.  Ensures the program is publicized and supervisors and employees are provided the appropriate guidelines for implementing local policies and regulations.
  • Serves as the state subject matter expert in all aspects of the Injury Compensation Program and provides technical and procedural assistance to managers, supervisors, and employees in implementing and administering the OWCP.  Counsels employees on pay provisions to assist them in reaching decisions on whether to use sick/annual leave during the initial period of incapacitation or opting to buy back sick/annual leave used.
  • Reviews claims, requests, and personnel actions for completeness, accuracy, and/or eligibility.  Ensures processing is completed in a timely manner to ensure injured workers receive appropriate benefits on time.  Determines needs and requests additional information as required in order to expedite processing, when necessary.  Develops cases relative to on-the-job injuries, illnesses, processes non-routine and routine claims, which require identifying and substantiating information; and compiles pertinent information for use in filing, as well as challenging claims.
  • Analyzes medical reports, personnel records, and other information; interviews supervisors; and develops facts concerning on-the-job injuries or occupational illnesses or disease to determine whether a case should be challenged.  Investigates facts, reviews and interprets policies, directives, and other issuances by the Office of Personnel Management (OPM), NGB, Department of Labor (DOL), and outside control agencies for applicability to activities serviced.  Takes appropriate action to comply with such directives and guidance or refers the matters to the proper functional staff for action.  Assesses and analyzes situations to ensure minimum compensation costs are expended and light duty policies are implemented.  Coordinates with management, HRO Specialists and supervisors to ensure light duty is afforded the employee, when appropriate.
  • Serves as a liaison among employees, supervisors, NGB Regional Liaisons, Occupational Safety and Health Office (OSHA), Civilian Personnel Management Service (CPMS) Injury and Unemployment Compensation Division, safety officials, medical personnel, and DOL to determine eligibility and to ensure benefits are received for legitimate claims, fraud is reported, and questionable claims are reviewed.  Interfaces with the Army Safety and Occupational Heath Office and Occupational Health Nurse and the Air Safety Manager(s) and Bio-environmental offices to intensively manage and monitor OWCP claims and trends to reduce further claims.  Coordinates with supervisors and/or Safety; Occupational Health and Bio-environmental to investigate facts and develop cases.  Questions related to trends or discrepancies should be addressed during FECA Council meetings unless resolution is needed immediately.  When immediate resolution is needed the ICPA contacts key members of the FECA Council to discuss the matter.
  • Uses several automated systems to include the DoD Defense Portal and Analysis Center (DefPAC), Defense Injury and Unemployment Compensation System (DIUCS)  2000 and Electronic Data Interchange (EDI), the DOL Agency Query System (AQS), and the ACS medical bill pay portal.  Upon receipt of the electronic Traumatic Injury and Occupational Disease Forms via the EDI automated system, checks for completeness and substantiates information for accuracy.  Authenticates and then submits to OWCP via the automated system within the timeframe specified by OWCP.  Ensures the OSHA 301 Form generated by EDI is forwarded to the appropriate Safety Officer.  Utilizes the AQS/ACS to make billing and medical authorization inquiries and monitor claim status and compensation payments.  Utilizes DEFPAC and DIUCS to obtain reports as needed.  Maintains an electronic OWCP log with active cases.
  • Coordinates with both the Employee Relations Specialist and the Retirement Specialist to recommend and review potential disability retirement applications and to administer the retirement programs for OWCP injured workers.
  • Performs other duties as assigned.

In order to meet the Minimum Qualifications for this Human Resources Specialist (Employee Benefits) position at the GS-09 grade level, you must have at least 24 months of:

    • Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management AND experience using computer and automation systems.
    • Experience, education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements.
     Knowledge, Skills and Abilities that will be evaluated for this position include:
  • Knowledge of, and skill in applying standardized principles, practices, and procedures necessary to administer the Injury Compensation Program for both ARNG and ANG Units throughout the state.
  • Knowledge of, and skill in applying, standardized fact-finding and research techniques to gather and analyze information related to on-the-job injuries/illnesses.
  • Knowledge and skill necessary to prepare and present trainings/briefings for managers, supervisors, and employees on procedures, policies, and requirements of the Injury Compensation Program.
  • Knowledge and skill necessary to act as a liaison between supervisors and employees to facilitate compensation claims. 
  • Knowledge of standard investigative techniques and practices to identify suspected fraud cases. 
  • Basic knowledge of other HRO specializations, i.e. Recruitment and Placement, Classification, Human Resources (HR) Development, Employee Relations, Labor Relations, etc., for purposes of interacting and resolving specific issues.
  • Knowledge, skill, and ability to perform management advisory services and/or make informed judgments related to worker’s compensation.
  • Knowledge of the organizational structures of the ARNG and ANG.


Educational Requirements and/or Substitution of Education for Experience:  Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university is substitutable for 12 months practical experience.  (NOTE:  Submission of transcript is required.)

Permanent Change of Station (PCS) funds are not available for this position.

ENLISTMENT CASH BONUSES:   Acceptance of technician position may affect any bonus and/or educational assistance that may be payable.  

WORKING CONDITIONS:  Work is typically performed in an adequately lighted and climate controlled office.  Travel is required for the purpose of meeting with management, conducting on-site training, attending national workshops, symposiums, etc.

PHYSICAL EFFORT: The work is primarily sedentary, although some slight physical effort may be required.
