About the Agency

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

 

This position is located at naval Sea Systems Command (NAVSEA), Naval Systems Engineering directorate (SEA05); Integrated Warfare Systems Engineering Group (SEA05H) and you will direct and coordinate work efforts, discuss requirements, resolve problems and provide technical and programmatic guidance, expertise and consultation type service to government and private organizations on research, design, engineering, development, integration, acquisition, production fleet introduction, life cycle support and disposal of the communication network systems on ships or submarines.

As the General Engineer/Network Engineer you will be responsible for a variety of duties with these being the major duties:

 

  • Provide engineering solutions to project engineers or government activiteis on the development of engineering processes relative to communication network systems for surface ships, submarines, or major ship systems
  • Provide technical advice or guidance to multi discipline engineers with reference to technical risks including identification, documentation or alternate solution tracking for mitigation
  • Coordinate interaction among organizations, laboratories, field activities or contractors to develop or implement standard engineering processes relative to afloat/shipboard communication network systems development, integration or testing 
  • Oversee and execute working level/technical reviews to ensure they are conducted in a timely manner, aligned to program progression and milestone with appropriate criteria and artifacts are being utilized
  • Prepare written responses to inquiries to justify actions or decision or provide resolutions to communication network systems issues

 The Office of Personnel Management has identified the following minimum educational requirements for this position:

 

BASIC EDUCATION REQUIREMENT FOR ENGINEERS

 

You have successfully completed a full 4-year course of study in an accredited college or university leading to a professional engineering degree. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

You have a combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) Professional registration; (b) evidence of having passed the Engineer-in-Training (EIT) examination; (c) Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. (Please indicate in your resume the name of the supervisor and the dates that you acquired professional engineering experience.)

FOR THE GS-13 POSITION - Your resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level in the Federal Service or equivalent experience in the private or public sector as professional engineer providing engineering services for a ship or submarine communication network system program.    

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position.  Examples of qualifying experience include:

* Providing engineering advice or guidance for embedded software or hardware development for a communication network system on a ship or submarine

* Analyzing or developing communication network system design upgrades to validate adherence to technical specifications, protocols and standards, such as Session Initiation Protocol (SIP), H.323, or Virtual Router Reducing Protocol (VRRP)

* Troubleshooting multiple layers of the Open System Interconnection (OSI) model

 Identifying resource requirements needed for the maintenance or modernization of ship or submarine communication network systems

 

FOR THE GS-14 POSITION -  Your resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal Service or equivalent experience in the private or public sector as a professional engineer providing leadership or acting as an engineering subject matter expert of communication network system design, integration or testing/evaluation for ships or submarines.   

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position.  Examples of qualifying experience include:

* Developing, testing or integrating shipboard mission critical communication networks

* Writing technical standards, draft policy or processes to support the integration of hardware or software supporting existing or future communication network systems used on ships or submarines

* Administering the engineering efforts of systems acquisition, in-service support or modernization programs that support communication network systems on a ship or submarine
