JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US ARMY INTELLIGENCE AND SECURITY CMD, ENTERPRISE/SURVEILLANCE AND RECON ACTY, AERIAL INTELLIGENCE BRIGADE FORT BELVIOR VA. with duty location FORT GORDON, GA.

Serves as the Assistant Brigade S3 and Plans Officer for the Aerial Intelligence Brigade. Monitor all aspects of brigade operations including Aerial Intelligence, Surveillance and Reconnaissance (AISR) including oversight of the Tasking, Collection and Production.  Supervise special projects as assigned. Coordinate Army Reserve Component support with the Military Intelligence Reserve Command to fulfill operational requirements.

You will prepare and staff Brigade Operational Plans (OPLANS), Contingency Plans (CONPLAN) and procedures to support worldwide contingency operations. Provide input and recommendations to Army Theater and INSCOM CONOPS and CONPLANS affecting the brigade. Participate in the development of operational concepts, doctrine and organizational designs for emerging intelligence missions. Oversee annual exercising of brigade emergency plans to ensure unit preparedness for actual emergency events. Serve as the brigade’s plans officer and representative to the Back Hall Operations Center for Emergency Action Plans. Technically and administratively supervise assigned personnel and provide direct oversight of all functions and actions planned, coordinated and executed by the Brigade S3 consisting of Current Operations, Plans, Training, System Architecture, Reserve Integration, Budgets, Command Language, Force Modernization including Force Design Updates (FDU), TDA changes, Manpower Surveys, Organization and Functional Analysis Reviews.

Experience required: To Qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS/GG-12) or its equivalent that demonstrates experience in intelligence operations; aerial intelligence, surveillance and reconnaissance operations to include oversight, tasking, collection, production and exploitation; prepare operational and contingency plans in support of contingency operations.
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. Creditable specialized experience may include previous military intelligence experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower grade in the series. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.


You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
• KNOWLEDGE OF AERIAL INTELLIGENCE SURVEILLANCE AND RECONNAISSANCE (AISR) OPERATIONS
• KNOWLEDGE OF INTELLIGENCE OPERATIONAL PLANS (OPLANS)/CONTIGENCY PLANS (CONPLAN)
• ABILITY TO COMMUNICATE AND TEAM WORK

  • CONDITIONS OF EMPLOYMENT:
    1. Must be able to obtain and maintain a TOP SECRET security clearance with access to Special Compartmented Information (SCI).
    2. Also may require favorable completion of periodic mandatory polygraph examinations covering counter-intelligence issues.
    3. In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, the incumbent of this position must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
    4. Must be able to perform Temporary Duty (TDY) assignments approximately 25% of duty time.
    5. All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
