The VA Eastern Kansas Health Care system (EKHCS) is a tertiary care health system providing Urgent Care, Inpatient and Outpatient Care, Research, Domiciliary Care, Nursing Home Care, and Geriatric Care to a 45-county primary service area which spans throughout Northeastern and Central Kansas and Missouri. EKHCS consists of two divisions: the Colmery-O'Neil Medical Center in Topeka, Kansas, and the Dwight D. Eisenhower Medical Center, located in Leavenworth, Kansas, as well as multiple Community Based Outpatient Clinics across the service area. This health care system includes a tertiary psychiatric facility and one of the largest Substance Use Disorder (SUD) clinics nationally and the largest in VISN 15.

This vacancy announcement is for one (1) Staff Psychologist position with the Behavioral Health Service of the VA Eastern Kansas Health Care System and will be primarily stationed at Irwin Army Community Hospital, located on Ft. Riley. Ft. Riley is located between Manhattan, and Junction City, Kansas.

SUMMARY OF MAJOR DUTIES: The incumbent will be working in collaboration with Ft. Riley staff to provide Integrated Disability Evaluation System (IDES) exams prior to discharge in an effort to facilitate the transition to VA care and benefits following discharge.   The examinations may require various levels of psychological and diagnostic testing to accurately determine diagnoses and severity of symptoms.   During times when the demand for IDES examinations is lower, this provider may also provide intake assessment, psychological testing, and individual and group therapy at the VA Community Based Operations (CBOC) located in Junction City, Kansas.   The incumbent will be supervised by the Chief of Psychology at VA Eastern Kansas, and attend staff meetings on the Topeka campus at least quarterly.  VA Eastern Kansas also has an APA-accredited CEU program that supports the acquisition of CEUs for licensure requirements, at no cost to the employee.

Expected Work Hours: Monday through Friday - 8:00am - 4:30pm

1) U.S. citizenship.


2) Education: Doctoral degree from a graduate program in psychology accredited by the American Psychological Association (APA). The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. (TRANSCRIPTS SHOWING DEGREE COMPLETION MUST BE INCLUDED IN THE APPLICATION PACKAGE)


3) Internship: Have successfully completed a professional psychology internship training program that has been accredited by the APA. Exceptions: (1) new VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable fulfillment of the internship requirement, provided that such programs were sanctioned by VHA Central Office Program Director for Psychology and the VHA Central Office of Academic Affiliations at the time that the individual was an intern and (2) VHA facilities who offered full one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement OR you must be within 11 months of completion of a professional psychology internship training program accredited by the APA.


4) License: Hold a full, current, unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g. Puerto Rico), or the District of Columbia OR fall under the waiver by the Secretary of the Department of Veterans Affairs for a period not to exceed two (2) years from the date of employment on the condition that the psychologist provide care only under the supervision of a licensed psychologist. (COPY OF LICENSE MUST BE INCLUDED IN APPLICATION PACKAGE, IF APPLICABLE).


PREFERRED EXPERIENCE: Experience with psychological testing and providing evidence-based therapies.






GS-11 (ENTRY LEVEL): No additional requirements beyond the basic requirements listed above.


GS-12: In addition to the basic requirements at the GS-11 level, at least one (1) year of experience as a professional psychologist equivalent to the next lower grade level. Individuals assigned as GS-12 psychologists may be in the process of obtaining licensure at the independent practice level. If unlicensed, the individual must be supervised by a licensed psychologist and the experience and supervision must meet the standards for psychology licensure. In addition, the candidate must demonstrate the following Knowledge, Skills, and Abilities:


1)  Knowledge of, and ability to apply, a wide range of professional psychological theories and assessment methods to a variety of patient populations.

2)  Ability to develop coherent treatment strategies.

3)  Ability to incorporate new clinical procedures.


GS-13 (FULL PERFORMANCE LEVEL):In addition to the experience requirement at the GS-12 level, at least one (1) additional year of experience as a psychologist equivalent to the next lower grade level. In addition, the candidate must demonstrate the following Knowledge, Skills, and Abilities:


1)  Knowledge of, and ability to apply, advanced psychological theories and techniques to the full range of patient populations.

2)  Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.

3)  Knowledge of clinical research literature.
