As a Lease Management Specialist, you will be responsible for managing a leased building inventory and administering GSA lease contracts for assigned buildings.  

One position is located in the Public Buildings Service, Service Centers Division, New York, NY. The other is located in the Public Buildings Service, Service Centers Division, Newark, NJ. This office is responsible for providing space for federal customers either in federally-owned facilities or through the acquisition of leasehold interest.

  • Serves as the primary customer agency advocate and first GSA point of contact with client agency personnel in designated buildings within the GSA inventory.
  •  Interacts extensively with tenants and client agencies representatives on a recurring basis to assess the facility and service needs, ensuring those needs are being met or exceeded, and to assure that the procedures used to obtain services are responsive and customer focused.
  • Serves as a Contracting Officers Representative, provides contract administration and lease management services to ensure that lessors comply with the scope terms and conditions of the lease. 
  • Independently investigates complaints received from tenant agencies, property managers or others, as related to bona fide complaints, interprets lease provisions to ensure equity for the government and lessor.
  • Serves as a project manager for projects under the simplified acquisition threshold in lease spaces, oversees the management of repair and alteration projects, retrofit, and into office and relocation moves.

The GS-12 salary range starts at $78,361 per year, if you meet the following qualifications.  You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

To qualify, you must demonstrate one year of specialized experience at the GS-11 level or equivalent.

Examples of such experience are:  providing technical advice and guidance on lease administration programs and activities.  This experience must include reviewing and analyzing a wide range of leases and realty transactions to ensure financial accuracy; communicating orally and in writing to address issues ranging from routing to highly complex in nature; and identifying, researching and analyzing lease administration issues and providing solutions and recommendations to management.

NOTE:  Qualifications are based on length and level of experience.  Therefore, in addition to describing duties performed, applicants must provide the exact dates of each period of employment (from month/year to month/year) and the number of hours per week if part time.  Qualification determinations cannot be made when resumes do not include the required information, so failure to provide this information may result in disqualification.   • Serve a one year probationary period (unless you have previously satisfied this requirement).
  • Be able to make a direct deposit of your salary check to a financial organization.

  • Undergo a background investigation and receive a favorable adjudication.
  • This position requires  some walking, bending, standing for long periods of time and other similar physical exertion may be required.

HOW YOU WILL BE EVALUATED:

If you are found qualified for the position, your responses to the self-assessment vacancy questions will be used to assign a numerical score.  If your responses to the vacancy questions are not supported by your resume then your score may be adjusted lower by the Human Resources Specialist. Scores are not augmented by Veteran’s preference points for this type of announcement (Merit Promotion).

You will be evaluated on the vacancy related questions that were designed to assess your overall possession of the following competencies/knowledge, skills, and abilities:

  • Knowledge of the property management industry, including private sector leasing protocols and practices involving facility operations and systems.
  • Skill in interpersonal relations and in written and oral communications required to explain, evaluate and negotiate client and technical operating requirements.
  • Knowledge of quality assurance and quality control methods and standards, inspection and evaluation procedures and issue resolution required to ensure optimal contract performance.
  • Knowledge of technical operating and customer-focused strategies required to create a facility environment that exceeds customer expectations.
  • Knowledge of leased facility operations necessary to assess the feasibility and impact of space moves and alterations on tenant agency operations, in order to minimize adverse impact
