JOB SUMMARY:

The Indian Health Service (IHS) is the principal federal health care provider and health advocate for American Indians and Alaska Natives (AI/AN). The IHS goal is to raise Indian health status to the highest possible level. IHS provides leadership and direction to programs and activities designed to improve health outcomes to over 1.9 million AI/AN through a system of IHS, Tribal, and Urban operated facilities and programs.

The IHS is required by law to give absolute preference to qualified applicants who meet the Secretary of the Interior's definition of Indian for appointment to vacancies within the IHS in accordance with established IHS policy as outlined in the Indian Health Manual Part 7, Chapter 3. This Accounting Technician position is located in the Business Office of the Clinton Indian Health Center.  The duties include performing accounts receivable support functions for the patient account system.  The incumbent will assure an efficient and timely system of posting and collections of third party resources within the Business Office.  The position reports to the Business Office Manager.

  • Reviews adjustments to assure they are posted correctly into the patient accounting system
  • Reviews, researches, and appeals any rejections referenced on the Remittance Advice/notice
  • Identifies potential repetitive system problem, adjustment, credit, or other type of error as part of review process
  • Prepares weekly, monthly, quarterly and annual reconciliation reports
  • Downloads daily deposits and updates collections report

MINIMUM QUALIFICATIONS:

Your resume must demonstrate at least one year of specialized experience at or equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following types of tasks:

 

GS-05: One year experience performing one of the following accounts receivable functions: preparing daily collection for batching, posting payments and/or adjustments, performing follow-up on outstanding claims, debt management processes, and assisting with Treasury Deposit Number (TDN) reconciliation.
OR completed a full 4 year course of study leading to a bachelor's degree.

GS-06: One year experience performing a variety of accounts receivable functions such as preparing daily collections for batching, posting payments and/or adjustments, follow-up on outstanding claims, debt management processes, Treasury Deposit Number (TDN) reconciliation and processing refunds.

 

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

MULTIPLE GRADE ANNOUNCEMENT: Announcement at the multiple grade interval is intended as a mechanism of providing consideration for the greatest number of potential candidates.  This position may be filled at any level, dependent upon the applicant's demonstrated ability, experience, and other qualifying criteria.  If the position is filled at less than the upper level, there is NO commitment for future promotions, based solely on selection resulting from this announcement.  Conversely, if the employee demonstrates the ability to perform at a higher level, is recommended by the supervisor, and otherwise meets the qualifications, he/she may be promoted without further competition under the Area Merit Promotion Program, however for temporary positions, conversion without competition may not be possible unless the selectee was within reach at the higher grade on the initial certificate of eligibles.  Also, no further competition is required if it becomes necessary through the reclassification process to upgrade the position.

Additional selection(s) of candidates may be possible within 90 days from the date the certificate of eligibles was issued for this announcement.

A two-year trial period may be required upon selection/placement (ESEP only)
