JOB SUMMARY:

A career with the Forest Service will challenge you to manage and care for more than 193 million acres of our nation's most magnificent lands, conduct research through a network of forest and range experiment stations and the Forest Products Laboratory, and provide assistance to State and private forestry agencies.

The USDA Forest Service has legislative authority to recruit and fill Permanent (Career/Career-Conditional), Temporary, and Term Appointments under the USDA Demonstration Project. Under this authority, any U.S. citizen may apply.

This position is being concurrently announced under Merit Promotion Announcement Number 14-0919-49276G-TB (Open June 24 to July 7, 2014). This is a Public Affairs Specialist position on the Allegheny National Forest with a duty location in Warren, PA.

Duties listed are at the full performance level.

Plans, directs, and implements a comprehensive public affairs program for the unit. Coordinates efforts to inform public and employees of Forest Service programs and policies.

Responsible for informing interested publics, including other agencies, organizations, and individuals, of Forest Service activities and programs.

Coordinates the public participation program which is designed to involve interested publics in the decision making processes. Advises managers as to the most effective methods of collecting and analyzing public comments.

Organizes and conducts public meetings, workshops, field trips, or other forums designed to foster public participation.

Advises management of the probable public reaction to specific proposals, policies, or actions. Anticipates the views of organized groups and advises as to how to present the Forest Service position on controversial issues.

Analyzes or supervises the analysis and evaluation of public comments on Forest Service management issues. Makes recommendations on best techniques to use in organizing analysis and evaluation process. Reports back to involved publics on the handling of their concerns.

Monitors public participation posture and public's perception of that posture. Makes recommendations to management on new methods or procedures that will better involve the public and help interested persons recognize that their comments are being used in the decision making process.

Writes, edits, and prepares news releases and programs for press, radio, and television. Develops and maintains an effective working relationship with media representatives in the unit's zone of influence. Contact with print and broadcast media on a regional and national level is required for some issues which generate regional or national interest.

Maintains contact with local congressional offices. Responds to inquiries from their offices and keeps them informed of issues, especially important program or policy changes which may generate interest among their constituents. Responsible for coordinating and expediting all congressional correspondence received by the unit.

Writes, edits, and supervises the organization and layout of publications and other informational material used in the public affairs program and ensures that they conform to Agency and Government guidelines. Coordinates the publications program including development of priorities and recommendations to management.

Keeps employees informed about unit activities and programs, and ensures employees are involved appropriately in decision making activities.

You must possess the Basic Requirements identified below to be considered eligible for this position. Transcripts must be provided for qualifications based on education.

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Your application or resume must clearly show that you possess the appropriate experience requirements.

GS-9: One year of specialized experience equivalent to at least the GS-7 grade level;

OR

Master's or equivalent graduate degree

OR

2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related;

OR

An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

GS-09: Examples of specialized experience are:

Provided information to the general public, and/or representatives of the news media, government agencies, elected officials, industry groups, and community groups on agency programs and activities; assisted in the evaluation and analysis of public comments on agency issues; prepared and presented speeches for special interest groups, school and church groups, and the general public.

GS-11: One year of specialized experience equivalent to at least to the GS-9 grade level;

OR

Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related;

OR

An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

GS-11: Examples of specialized experience are:

Organized and coordinated print and broadcast news and information media interviews with key agency officials; reviewed print, broadcast, and internet media to analyze public awareness and attitudes regarding agency and activities; and/or advised management on the probable public reaction to specific proposals, policies and actions.

This evaluation is based on the level of your experience, education, and/or training as determined by your responses to the Occupational Questionnaire.
