JOB SUMMARY:

About the Agency

The Chief, Campus Operations reports to and receives broad policy guidance from the Administrator. The incumbent has wide latitude for assuring facility service through the development, implementation and monitoring of Standard Operating Procedures and processes, as well as ensuring that Campus Operations projects and initiatives are well planned and executed in a timely, effective and efficient manner.  The Chief of Campus Operations has responsibility for facility buildings, turnover of AFRH-W residential rooms (approximately 600 rooms), grounds, infrastructure/equipment, utilities, vehicles, fire alarms and fire suppression systems contracts.

As Chief Campus Operations, you will:
• Maintain cost control over construction, repair and maintenance work, keeps costs within prescribed funding limitations, prepares both short-term and long-term budgets and plans for a programmed equipment replacement system.
• Identify customer problems and assesses requirements.  Allocate resources to correct problems and satisfy customer’s need(s).
• Oversee and monitor Campus Operations Business Plan goals and tasks.  Ensure all Campus Operations Business Plan goals are achieved and tasks are completed in accordance with the facility’s established Business Plan timeline.
• Review plant facilities and equipment against available technology.  Recommend upgrade of facilities and equipment as required.
• Plan project schedules and priorities.  Ensure plans for accomplishing work encompass ADA, NEC and other maintenance and construction standards and regulations.

You must meet the following requirements by the closing date of this announcement.

Selective Factor:  You must have experience as a Level 2 Contracting Officer Representative (COR) resulting in 40 hours of COR training and at least one year of experience as a COR (please submit a copy of your certification). This could be gained by performing acquisition-related activities, such as performing market research; writing specifications, Statements of Work or Statements of Objectives; developing quality assurance surveillance plans; assisting the Contracting Officer or COR as a technical monitor; and participating as a subject matter expert on a technical evaluation team.

AND

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: 

• Developing strategic and long range plans related to facility operations (examples of this type of experience might include,  maintenance, repair, and construction alterations);
• Conducting briefings and presentations to upper management; and
• Working with an annual budget to incorporate long-range plans.


The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. HOW YOU WILL BE EVALUATED:

Rating: Your application will be evaluated in the following areas: Ability to perform campus operations work including inventory and materials control, facilities maintenance and repair, equipment maintenance and repair, grounds maintenance and repair, and contract maintenance and repair (preparing specifications and drawings for annual service contracts and general repair, maintenance and construction contracts); Ability to manage a Campus Operations Division in a Federal facility; Knowledge of project management techniques including budgeting, design, scheduling, and resource allocation; and Ability to prepare reports, correspondence, and other written documents for contract files, corrective action, or research.

Category rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level categories, Outstanding, Ecellent, or Qualified, depending on your responses to the online questions, regarding your experience, education, and training related to this position. Your rating may be lowered if your responses to the online questions are not supported by the education and/or experience described in your application.
