JOB SUMMARY:

About the Agency

The Bureau of Engraving and Printing (BEP) prints billions of Federal Reserve Notes for delivery to the Federal Reserve System each year. These notes are produced at our facilities in Washington, DC, and Fort Worth, Texas. The BEP's research and development efforts focus on the continued use of automation in the production process and counterfeit deterrent technologies for use in security documents, especially United States currency.

This position is located in the Quality Directorate at the Bureau of Engraving and Printing (BEP) and reports to the Deputy Associate Director (Quality).  The Chief serves as the Bureau of Engraving and Printing's Washington DC (ECF) manufacturing site quality lead responsible for assuring compliance to the Quality Management System.  The Chief is responsible for reviewing, organizing, developing, implementing, and integrating modern quality assurance concepts into manufacturing site operations.

As a Chief of Quality Operations, you will:

  • Selectee plans, directs, and coordinates BEP activities associated with the development and implementation of quality assurance programs and practices as they relate to processes and procedures attendant to the production of currency, and other security documents.
  • Leads BEP teams in the resolution of material and production issues that have an impact on product quality and performance, whether identified internally or received from external complaints of customer(s) or stake holders.
  • Evaluates final product quality verification testing results and provides final "release authority" for finished currency; applies continuous process improvement methodology to identify root cause(s) for product on hold and coordinates implementation of preventative action(s).
  • Formulates and maintains quality standard objectives that are complementary to BEP policies and goals.
  • Selectee ensures that processes needed for the quality management system are established, implemented and mainted.

GS-15 level:  You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the federal service. The specialized experience includes experience leading or managing a matrix-driven quality manufacturing operations, experience with reviewing, organizing, developing, implementing, and integrating modern quality assurance concepts into manufacturing site operations; evaluating organizational performance against the quality standards by analyzing production quality information and customer feedback related to product quality; performing root cause analysis using lean, Six Sigma or similar tools; conducting analysis to identify negative or positive trends that may be developing; preparing and presenting management briefings regarding results, conclusions, and recommendations; writing statements of need, statements of work, and related contracting documents to obtain vendor services; evaluating final product quality verification testing results and providing final release authority for finished product.


This position does not have a basic education requirement.

CONDITIONS OF EMPLOYMENT: If selected for this position, you will be required to:
