About the Position:

This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the NATIONAL GROUND INTELLIGENCE CENTER, ARMY GEOINT BN, FUNCTIONAL DIVISION, NGIC APPLIED REMOTEE SENSING, CHARLOTTESVILLE, VA

The National Ground Intelligence Center is located north of historical Charlottesville, VA about two hours from Washington, DC, 30 minutes from the Blue Ridge Mountains, and 3 hours from the beach. Employees for local businesses are drawn from a seven-county area with a combined population of more than 215,000.  The area is touched equally by all four seasons.  The average annual temperature is nearly 57% F and average annual precipitation of approximately 44 inches.   For more information visit\

Conducts in-depth processing, exploitation, and analysis of remote sensing data in support of intelligence requirements. Develops methods, techniques, and processes for analysis of advanced remote sensing data. Produces finished intelligence products, to include assessments in a difficult and complex intelligence subject area. Interprets data collected from multiple sources and instruments.  Leads assigned scientific and technical intelligence projects.  Refines traditional techniques to design innovative analytical approaches to difficult intelligence problems.  Designs innovative projects to produce targeted intelligence products.  Develops overall analytical objectives, project scope, and emphasis through an assessment of customer requirements.  Integrates results from selected analytical approaches. Develops approaches for testing the validity of hypotheses on critical technical issues.  Produces innovative targeted intelligence products.  Provides advice and assistance to supervisor.  May serve as the contracting officer's technical representative for very complex technical assistance contracts.  Regularly represents the Center or the Army on intelligence community working groups and committees, presenting significant analytical issues, developing an Army intelligence position for presentation to decision makers.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.  Specialized experience is defined as: at least one year of specialized experience to the GG-12 level in the Federal service that demonstrates experience with conducting Scientific & Technical Intelligence (S&TI) using remote sensing and Geospatial Intelligence (GEOINT) technologies; or experience in evolving or developing remote sensing methods, techniques, and processes in order to address scientific and technical intelligence (S&TI) problem sets or experience with conducting GEOINT Processing, Exploitation, and Dissemination (PED) for S&TI problem sets; or experience in addressing or solving complex scientific and technical problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service G 12.

0132: Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. Creditable specialized experience may include previous military intelligence experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower grade in the series. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.


You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

    NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency so long as it was at a level at least equivalent to the next lower grade in the series.

Some federal jobs allow you to substitute education for the required experience in order to qualify.  Substitution of education for this position at this grade level is not applicable.

1. Must be able to obtain and maintain a TOP SECRET (TS) security clearance with access to Special Compartmented Information (SCI).

2. TDY Travel will be less than 25% of the work schedule.

3. In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, the incumbent of this position must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

4. All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
