This position is located in the Department of Justice (DOJ), Office of Justice Programs (OJP), Office of the Chief Financial Officer (OCFO), Management and Administration Team.

Plans, schedules, and conducts projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program or project operations.
Analyzes current and/or required accounting procedures to design new or revise/improve processes. Validates current processes with respect to regulatory requirements.
Validates a variety of accounting data that is entered into schedules and accounts. Analyzes and reconciles accounts and prepares balance sheets. Makes adjustments as required. Analyzes cost accounting reports, status of fund reports, and other financial reports for the preparation of summary statements and reports and proposes solutions and alternatives to problem areas.
Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems in line or operating programs. Develops procedures and systems for evaluating, accomplishing, and monitoring audits, inspections, or management/internal control reviews.
Coordinates information for the formulation, revision, and execution of annual organizational budget projections. Analyzes problems as they relate to fiscal management and program operations of the organization. Reviews work metrics, unit costs, rate structure, job validity, and production indices in support of fiscal and managerial policies and procedures.
Analyzes management techniques, processes, and styles for improving organizational effectiveness. Recommends management approaches and work functions needing development and modification.

Qualifying experience for the GS-11 level includes one year of specialized experience at least equivalent to GS-9 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include performing quality assurance reviews of existing and proposed accounting processes to provide assurances as to financial integrity and conformance; planning and developing new processes and methods for implementing management policies and controls; evaluating financial trends and determines compliance with agency guidance. Studies and implements management improvements in administrative areas identified through such means as internal control reviews and management studies.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Experience requirements at the GS-11 level may be met by three (3) full academic years of graduate level education or the successful completion of a Ph.D. or equivalent doctoral degree.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.
Qualifying experience for the GS-12 level includes one year of specialized experience at least equivalent to the GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include analyzing issues and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations. Develop organize and implement functional short and log-range plans, plan and conduct management surveys and audits to evaluate programs, as well as analyze processes and designs or makes major revisions to a complete accounting process for a major agency component or large organization.
