About the Agency

This position is located in the Office of the Executive Director, Financial Management Office (FMO) which includes Budget; Financial Policy, Reporting, and Control; Financial Operations; Acquisition; and Business Integration Branches, as well as Performance Improvement and Travel Management. The FMO is responsible for Commission-wide budget development and execution; contracting and acquisitions; and financial reporting and analysis. In addition, the FMO provides critical resource management information not only to the Commission, but to Congress, the Office of Management and Budget, the Treasury, and other federal agencies. The FMO also performs direct support to the Commission's implementation of the Government Performance and Results Act, and the Federal Managers' Financial Integrity Act. The FMO also administers management's audit resolution activities.

This position is located in the Budget Branch of the Financial Management Office of the Executive Director, Financial Management Office of the Federal Trade Commission. The incumbent of this position performs a wide variety of analytical and administrative duties connected with the formulation, justification, presentation, execution and review of the agency's budget as well as can serve as the agency's primary specialist for various Bureaus and/or Offices. The incumbent will formulate budget estimates in support of the agency's goals, activities, objectives, and priorities. The incumbent will   use a variety of automated systems to include financial management and procurement systens to conduct comparative analyses to examine trends and support decisions. Also, the incumbent reviews budget policy and statutes to ensure compliance, develops plans for allocating resources, reviews and analyzes data and recommends action pertinent to requests for obligation of funds. Further, the incumbent monitors program and budget execution. The incumbent must organize time and materials to meet deadlines; adapt to changes in guidance; use judgment in locating, selecting and interpreting appropriate data for application to specific budgetary situations, and create brief factual reports while working with large amounts of data.

Specialized experience is any experience that is directly related to the position to be filled and which has equipped the candidate with the particular competencies (knowledge, skills and abilities) to perform the duties of the position.

Specialized Experience at the GS-09: Possess one (1) year of specialized experience equivalent to the GS-07 level, or its non-Federal equivalent, which may be demonstrated by experience in the formulation and execution of a budget for an agency; reviewing budget requests; and preparing reports.

Education at the GS-09: Master's or equivalent graduate degree or
2 full years of progressively higher level graduate education leading to such a degree
LL.B. or J.D., if related

Specialized Experience at the GS-11: Possess one (1) year of specialized experience equivalent to the GS-09 level, or its non-Federal equivalent, which may be demonstrated by experience in the formulation and execution of a budget for an agency; reviewing budget requests; and preparing reports. 

- OR -

Education at the GS-11: Possess a Ph.D. degree or equivalent doctoral degree, or, three (3) full years of progressively higher level graduate education leading to such a degree, or, LL.M., if related.

Specialized Experience at the GS-12: Possess one (1) year of specialized experience equivalent to the GS-11 level, or its non-Federal equivalent, which may be demonstrated by formulation, justification, and execution of a budget for an agency; reviewing and revising budget requests and modifications; and preparing reports; making recommendations to managers regarding budget plans; analyzing estimates and projections for agency funding needs; and making presentations.

Education cannot be substituted for experience at the GS-12 grade level.

Specialized Experience at the GS-13: Possess one (1) year of specialized experience equivalent to the GS-13 level, or its non-Federal equivalent, which may be demonstrated by formulation, justification, and execution of a budget for an agency; reviewing and providing expert annual and multi-year budget process advice and guidance to program managers; review of long-range budgetary strategic planning requirements; strategic planning initiatives impacting budgetary requirements; preparation and presentation of budget justifications.

Education cannot be substituted for experience at the GS-13 grade level.
