JOB SUMMARY:

The Indian Health Service (IHS) is the principal federal health care provider and health advocate for American Indians and Alaska Natives (AI/AN). The IHS goal is to raise Indian health status to the highest possible level. IHS provides leadership and direction to programs and activities designed to improve health outcomes to over 1.9 million AI/AN through a system of IHS, Tribal, and Urban operated facilities and programs.

The IHS is required by law to give absolute preference to qualified applicants who meet the Secretary of the Interior's definition of Indian for appointment to vacancies within the IHS in accordance with established IHS policy as outlined in the Indian Health Manual Part 7, Chapter 3. One permanent full-time Supervisory Contract Specialist position in the Engineering Department located at the Phoenix Indian Medical Center, Phoenix, Arizona.  Incumbent is responsible for all the acquisition of needed supplies, services, and medical equipment for PIMC.  As Chief of Acquisition, will supervise a staff of four contract specialists and two purchasing agents.

  • Responsible for all contracting, simplified acquisitions, Government purchase card transactions and Collaborative, Inter-Agency and Intra-Agency agreements, as well as being the Grants Management Officer.
  • Manages plans, develops and directs assigned contracting activities in tribally owned, direct Federal, and federally assisted projects within Indian Health Service.
  • Plans, develops, establishes and organizes the contract strategy for the overall acquisition contracting process within the area for a wide variety of contracts.
  • Directs the full range of contract administration actions required for the acquisition program, including the issuance of task orders, contract modifications, and negotiation of changes, exercise of options, investigation and resolution of contractor delays, contractor performance, subcontractor surveillance, disposition of claims, terminations.
  • Supervise a staff of approximately fifteen (15) professional, technical and administrative employees.
  • A Federal Acquisition Certification-Contracting Level III is highly desirable for this position, please submit a copy of certification, if applicable.

    This is an individual qualification standard developed by the Office of Federal Procurement Policy under the authority of 41 U.S.C. 433. It does not apply to Department of Defense positions.

    Basic Requirements:

    1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position; AND
    2. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
    3. Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph 4.
    4. Waiver: When filling a specific vacant position, the senior procurement officer executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs 1 and 2 above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience.

     

    In addition to meeting the basic requirements, all applicants must meet the specialized experience:

    GS-13: 1 year specialized experience equivalent to at least the GS-12 level with demonstrated experience obtained in either the private or public sector, performing the following types of tasks: awarding and executing contracts; planning, developing and implementing contracting policies, standards and procedures; performing regular and special standards and procedures; advising managers on a procurement policy matters for a large multi-faceted program; and providing guidance to senior contracting staff on technical and policy questions.
