Develop, coordinate, and oversee internal office administrative policies, procedures, and processes (correspondence, travel and training, purchase card process, FOIA, etc).
Review and analyze existing administrative policies, and clarify complex and confusing guidelines. Provide guidance, advice, and training to other administrative staff. Use initiative and judgment in resolving administrative issues.
Compose and prepare a variety of correspondence, reports, briefing materials, and narrative materials. Produce a wide range of documents into final form from own composition, brief instructions, or rough draft from other staff members. Use database or spreadsheet applications to enter, revise, sort, and retrieve data for reports.
Serve as the office point of contact for Freedom of Information Act (FOIA) and Correspondence Management System (CMS) Administration.
Prepare travel arrangements and serve as the lead timekeeper for the office.
Maintain the Office Director's calendar and schedules appointments.
Approve travel, training, miscellaneous expenses, and contracts as the offices’ Alternate Funds Control Officer.

You do not need a degree to qualify for this position.
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-09 level, your resume must reflect one year of full time experience analyzing work processes and recommending improvements and experience utilizing software applications to finalize correspondence and make travel arrangements.
- OR master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; degree in any academic discipline.
Your answers to the on-line assessment will be used to evaluate your competencies in the following areas:
Knowledge of administrative principles, techniques and methods sufficient to develop procedures, solve problems, improve effectiveness and provide technical assistance; Ability to analyze implications of administrative policy and produce authoritative recommendations and procedures; Skill in preparing correspondence, briefings, and reports, as well as demonstrable skill in professional communication style and techniques; Knowledge of procedures to release official documents to the public and experience with the successful operation of systems engendering organizational accountability; Ability to manage project schedules and calendar entries pertaining to fluctuating assignments and workloads involving several parties at varied levels of the organization; Ability to use and advise on web-based travel and timekeeping systems; and Skill in using various software applications (e.g. Microsoft Word, Excel, and PowerPoint, Lotus Notes) to prepare reports, letters and other correspondence.
This position is designated as Low Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.
You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.
