This announcement is for Program Analysts in the Office of the Assistant Director and in the Division of Behavorial and Cognitive Sciences but may be used for any Division in the Directorate for Social, Behavioral, and Economic Sciences (SBE). SBE supports the research that underlies such findings, as well as other research that builds fundamental knowledge of human behavior, interaction, and social and economic systems, organizations and institutions.

Be part of a team keeping the United States at the leading edge of scientific discovery! Program Analysts work closely with science leaders and administrative professionals at the National Science Foundation. If you are analysis-oriented, results-driven, and want to be actively involved in the administrative support for a Federal agency leading the Nation's scientific discoveries, our Program Analyst positions are for you. As a Program Analyst in SBE, you will play a key role in monitoring program effectiveness through financial resource, business process and project management activities. Specifically, you will perform the following duties:
Financial Resources Management
Business Process Management
- Identifies resources required to provide administrative support
- Administers assigned budget operations by performing continuing analysis of organizational use of allocated funds
- Advises Directorate and/or Division management on financial matters e.g., establishing new accounts, funding special projects, resolving discrepancies
- Ensures adherence to financial management regulations
- Leads teams in restructuring work processes, standardizing procedures, and managing organizational changes
- Evaluates the effectiveness of administrative procedures
- Recommends changes to short and long-term strategic plans
- Plans, develops, coordinates, organizes, implements, communicates, and tracks project plans, guidelines, budgets, procedures and timetables for assigned projects
- Performs management studies to evaluate and measure the progress and success of assigned projects
- Recommends improvements to cross-directorate programs and activities
- Collects pertinent statistical data and narrative information
- Analyzes data to identify patterns and trends
- Develops tracking and reporting systems to monitor activities

Candidates for this position, at both the GS-11 and GS-12 grade levels, must have exceptional communication skills with a particular emphasis on strong and advanced writing skills.
To qualify at the GS-11 level, you must have one of the following:
1. At least one year of specialized experience equivalent to the GS-9 level in the Federal service. Specialized experience is directly-related experience, or highly similar work experience, that consititutes a regular and recurring component of your job function(s) and occupy a significant portion of your time. The following are work examples of directly related experience that show you meet the qualifications of the job: (a) Using quantitative and qualitative analytical techniques to evaluate the effectiveness of administrative procedures; and as appropriate, recommending changes to meet short and long-term strategic plans and objectives of the organizations. (b) Engaging in on-going analysis of financial matters to determine resources required and ensuring that regulations concerning financial management are adhered to. (c) Applying various analytical techniques to data management systems in order to identify patterns and trends; and developing tracking and reporting systems to monitor analytical activities. (d) Performing management studies to evaluate and measure the progress and success of projects assigned and to identify and recommend ways to improve the effectiveness and efficiency of programs and activities.
2. A Ph.D. or equivalent doctoral degree.
3. Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
4. A combination of post high school education and experience that combined meet the qualification requirements for this position.
To qualify at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level in the Federal service. Examples of specialized experience include: applying analytical and evaluative methods and techniques using both quantitative and qualitative analysis; compiling and analyzing program statistics; and preparing evaluations of program activities.
Education may be substituted for experience as described in "Qualifications."
