About the Position:
This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence and Security Command, G4, Facility Engineering Division located at Fort Belvoir, Virginia.
will serve as the environmental technical expert for Headquarters, U.S. Army
Intelligence and Security Command (INSCOM), with the responsibility for
developing, implementing, and updating the command's environmental program.

Incumbent plans, coordinates, establishes, and implements
assigned projects to meet all environmental regulatory requirements, to include
assurance of the preparation and approval of National Environmental Policy Act
(NEPA) analysis, including records of environmental consideration,
environmental assessments (EA), environmental impact statements (EIS) and
community impact statements for all AR 5-10 stationing actions. Incumbent develops policy for command-wide
implementation of new and/or existing laws and regulations pertaining to the
retention, abatement, and control of at least 17 media areas; including air,
water, noise, and protection of natural and cultural resources. Provides advisory and consultant services
INSCOM-wide. Resolves major environmental problems using and expanding upon
guidelines, and ensuring that the application of environmental protection
practices are in consonance with accepted standards. Prepares statements of
work and oversees the environmental portions of A&E consultant services
contracts and engineering support services contracts. You will serve on
advisory boards and committees representing INSCOM on environmental issues.
