This is a THEATER AEROSPACE OPS COMMAND & CTRL OFFICER position supporting the 102nd Intelligence Wing.  This is a Non-Bargaining Unit position.  The unit point of contact and contact phone for this position is: Colonel Frank Aflague, (508) 968-4445.





AREAS OF CONSIDERATION :  As allowed by OPM guidelines, the Massachusetts Air National Guard follows a three tier advertisement process.  The three tier process will be as follows:


Tier I: All current MA ANG tenure 1 and 2 technicians and MA ANG permanent AGRs

Tier II: All current MA ANG members, to include tenure 3 and tenure 0 technicians, traditional guardsmen, and temporary AGRs

Tier III: All individuals eligible for immediate enlistment into the MA ANG


***This is an indefinite position, tenure 3, with a time limit determined by the needs of the agency.  Any permanent military technician who is selected for this position will become tenure 3.  The selectee will receive the same benefits and entitlements as the tenure 1 employee, but will be considered tenure 3 for purposes of reduction in force.  If a permanent resource becomes available, incumbent  may be converted to a permanent appointment without competition.

This position is located at an Air National Guard Air Operations Group. Its paramount purpose is to monitor and oversee the planning, organization, and supervision of all unit programs required by Air Force, Major Command, and ANG regulations in the training and employment of the force level Air Operations Center (AOC) weapons system.  In addition to supervisory responsibility, the incumbent possesses rated or air battle management experience and maintains AOC positional certification.  Must qualify for and maintain a TS/SCI clearance.


It is designated for National Guard officer incumbency only. The incumbent provides supervision, subordinate guidance and team leadership to NDS and DS employees. Incumbent performs long-term planning and organizational development necessary accomplish aerospace warfare training functions in support of programs essential to state Air National Guard daily operations, training, and readiness missions. Fosters an environment conducive to teaming among service providers and customers to meet state Air/Army National Guard requirements.

GENERAL EXPERIENCE:  The incumbent requires mastery level knowledge of air campaign strategy, combat plans, and combat operations.  Must be trained and able to function in a senior level position in a joint/coalition AOC reporting to the Joint Force Air Component Commander (JFACC) at the 3-star level.  Accordingly, the incumbent must direct preparation for members to function at the operational level of war in an AOC.  This responsibility mandates a working knowledge of all Air Force Weapon Systems and their capabilities, as well as a clear understanding of the systems and capabilities of sister services, NATO nations, and other coalition partners. In addition to supervisory responsibility, the incumbent possesses rated or air battle management experience and maintains AOC positional certification.


SPECIALIZED EXPERIENCE:  Must have at least 36 months experience, education, or training with coordination and execution of air campaign strategy, combat plans, and combat operations.   Incumbent is responsible for senior level Division coordination, planning and execution of Distributed Mission and Reachback operations.  Must be able to assume overall supervisory control over such operations when conducted in a joint or multi-dimensional setting.  Responsible for senior level Command and Control exercised by Division over all functionally related subordinate elements of the Theater Air Control System, including airborne and ground based sensors and data-link operations critical to maintaining and synchronizing situational awareness in multiple theaters.  Coordinates with, and offers input to, MAJCOM Division Commanders on a routine basis concerning operational matters.  Is the point of contact between senior level officers at MAJCOM and the Division for reachback matters concerning respective Divisions. 



Substitution of Education for Specialized Experience A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate or 30 semester hours for 12 months experience. The education must have been in fields directly related to the type of work of the position (i.e., management, business administration, etc.).
