Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. GS-11: Must have one year (12 months) of specialized experience equivalent to the GS-9 level in the federal service that demonstrates the experience, knowledge and technical expertise in this career field. Experience shall include but is not limited to: interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements; supervising craftsmen, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. Must have successfully completed three years (54 semester hours) of progressively higher graduate level education, or I possess a Ph.D. or equivalent doctoral degree from an accredited college or university in a field of study that provided me with the knowledge, skills, and abilities to perform the duties of the position. (NOTE: You must submit copies of your college transcripts if claiming to meet the qualification requirements based on education.) This education equipped me with the ability to perform the duties of this position.
Must possess an equivalent combination of the type and level of experience described above and the type and level of graduate education described above to qualify.
GS-12: Must have one year (12 months) of specialized experience equivalent to the GS-11 level in the federal service that demonstrates the experience, knowledge and technical expertise in this career field. Experience shall include but is not limited to: inspecting large scale commercial grade construction work for proper use and application of construction materials and equipment; interpreting and applying construction drawings, specifications, and building codes; negotiating and authorizing limited contractual modifications and supplemental agreements; and identifying and resolving potential and existing problems that may impact safety or work progress. (Note: This experience must be demonstrated on your resume/supporting documents.)
You will be rated on the following competencies as part of the assessment questionnaire for this position. Narrative responses are not required at this time.
- Skill in applying a wide range of concepts, practices, regulations, policies, and precedents involved with techniques used in construction of major construction.
- Ability to analyze situations, identify problems, recommend modifications to standard practices and adapt to provide cost effective solutions.
- Knowledge of construction phasing, standard design and industry practices, and construction drawings and specifications and appropriately identify and determine compliance with contract documents and building codes.
- Knowledge of Federal Acquisition Regulations(FAR) and appropriate contract administration requirements and contract negotiation techniques sufficient to determine entitlement and quality for proposed contract modifications.
- Ability to multitask, accomplish work effectively to maintain harmonious relationships with customers and co-workers, the contractor and subcontractors, and reconcile divergent viewpoints.
