NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted position that requires membership in a compatible military assignment in the New York Air National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment.   

 

This position serves as the Deputy Aircraft Maintenance Officer at an Air National Guard Aviation Wing, Maintenance Group.The primary purpose of this position is to serve as the full assistant to the Aircraft Maintenance Officer, with responsibility for directing, and managing the Aircraft Maintenance Group.  As the deputy, serves as the alter ego to the Aircraft Maintenance Group Commander fully sharing with the Commander the direction of all phases of the organization's program which is to partner with the Wing Commander, as well as the Mission Support Group, and the Operations Group Commanders in planning, scheduling, and implementing an Operationally Risk Managed (ORM) flying program.   The scope of work for the position is identified with an authorized work force ranging from 325 to 674 Military Technicians, Traditional Guard members, ActiveGuard/Reserve (AGR), Non-Dual Status Technicians, state employees and contract personnel.

Through subordinate functional supervisors, directs and supervises staff and production functions affecting very complex high performance aircraft with a wide variety of high cost, sophisticated systems, controlling approximately two thirds of base dollars.  Directs a group work force ranging from 325 to 674 skilled technicians and traditional guard members, including a variety of staff, administrative,trades and crafts occupations.   Determines goals and objectives for the Maintenance Group.  Reviews, accepts, amends or rejects work which has been accomplished by subordinate supervisors and organizations.  Gives advice, counsel, and instructions to supervisors and subordinate employees on both general policy and administrative matters.   Consults with subordinate supervisors and training specialists on training needs.  Provides for employee development and training to ensure all assigned personnel and organizational entities are fully capable of performing their wartime tasking.   Makes decisions on work problems presented by subordinate supervisors.  Establishes and develops performance standards.   Evaluates subordinate supervisors and reviews evaluations made by subordinate supervisors.  Makes and approves selections for subordinate positions.   Hears and resolves group grievances and serious employee complaints.   Reviews serious disciplinary cases and problems involving subordinate employees and determines required action.   Ensures efficient position management is practiced and subordinate position descriptions are accurate.  Approves/disapproves leave.  Supports equal employment opportunity and labor management relations programs. Administers and participates in an effective labor relations program in compliance with regulatory and statutory guidance.   Meets with and discusses issues with local and national labor organization representatives as well as representatives of the Federal Labor Relations Authority, Federal Services Impasses Panel, or the Office of Personnel Management when appropriate.   As required, serves as a unit management negotiating team member, providing vital input to the formulation of management's negotiation strategy and proposals.   Provides resources to participate in the Department of Defense Wage Fixing Authority (DODWFA) wage surveys.

In order to meet the minimum qualifications for this   DEPUTY AIRCRAFT MAINTENANCE OFFICER, you must meet the following criteria.

 

GENERAL EXPERIENCE: 

Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records.  Experience using computer and automation systems.

 

SPECIALIZED EXPERIENCE:

 

Must have at least 36 months experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in designing projects or planning assignments.   Experience using well-established occupational methods and techniques to determine facility,grounds, equipment overhaul, maintenance, restoration, repair needs, printing design layout, etc. Experience working and serving as the contractor representative to ensure compliance with the contract scheduling and sequence of operations. Experience coordinating work forces and resources and negotiating with management or clients concerning problems.  Experience in managing the function of the work to be performed.  Experience which includes leading, directing and assigning work of personnel.

 

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: 

Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.

 

KSA's:

Candidates will be evaluated on the basis of the KSA's listed below.   Applicants are encouraged to address the KSA's in their application or resume or by submitting a supplemental statement with their application.   Written response to each KSA will ensure that specialized experience criteria is recognized and credited.

 

1. Ability to collaborate with the Wing Commander and other Group Commanders to plan, develop and implement numerous long term plans.

2. Ability to direct and supervise staff and production functions affecting very complex high performance aircraft with a wide variety of high cost, sophisticated systems, controlling approximately two thirds of base dollars.

3. Ability to plan, organize, schedule, control and directall unit aircraft maintenance resources to meet mission requirements.

4. Ability to institute fiscal policies to implement Federal law and higher headquarters directives.

5. Ability to coordinate with the operations and maintenance groups to ensure an integrated approach to the solution of problems relating to availability of aircraft, and the ability to conduct the military mission.

All qualified applicants will be forwarded to the selecting official, unless there are more than seven qualified applicants.  In this case, the evaluation procedures in DMNA PAM 690-4, Chapter 5 will be used to further screen candidates prior to referral.  A panel of three members will be appointed to rate the candidates using the KSA factors.  Experience will be evaluated in terms of type and quality in relation to the requirements of the position.  Length of service or experience will only be used when there is a clear relationship with quality of performance or when necessary to break ties when all other ratings are equal. 

 

Following the determination of basic eligibility of the candidates as outlined in DMNA PAM 690-4, Chapter 5, qualified applicants will be referred to the selection official in the following sequence: 

 

1.  Category I:  All excepted service technicians in the New York Army National Guard  for Army technician vacancies and all excepted service technicians in the New York Air National Guard for Air technician vacancies, working at the location specified in the job announcement where the vacancy exists.

 

2.  Category II:  All currently employed excepted service technicians in either the New York Army or New York Air National Guard. 

 

3.  Category III:  Qualified members of the New York National Guard (Army or Air), to include AGR personnel and temporary and Indefinite technicians, or other individuals who are willing to become members of the New York Army or Air National Guard. 

 

* If there are fewer than three qualified applicants in Category I, then qualified applicants from Category II, III will be forwarded to the selection official, in sequential order, to provide at least three qualified applicants.
