Supports testing technical support services provided by the Branch. Designs and develops test management plans and test procedures for acceptance testing and regression/smoke testing activities. Develops and maintains a Program Test Enterprise Plan according to industry standards, establishes and implements testing processes and procedures, and facilitates ongoing improvements.

 

Participates in the research, design, development, testing and utilization of information processing systems and prepares technical and progress reports on assigned projects. Prepares specifications, evaluates vendors, analyzes test reports, and guides and directs the system test technicians in developing test scripts from requirements documents and/or analyzing systems documents. Utilizes project management principles, methods and practices including developing plans and schedules for all requirements and testing activities.

 

Responsible for development and execution of acceptance tests and for identifying any formal testing standards and ensuring adherence.   Identifies test entity/application and determines any necessary resources to ensure adequate test preparation.   Determines and acquires test environment and support as necessary. Provides oversight to the overall testing effort and monitors and controls test work products and test results.   Reviews test work products. Ensures they are complete and are developed according to plan, test scripts and scenarios and satisfy acceptance criteria, and review and validate test plans, procedures, scripts, and scenarios.   Reviews test results to determine whether software satisfies objectives.

 

Defines and implements activities designed to uncover defects in the system or the processes that are used to develop the system; conducts reviews, audits, traceability analyses and management reporting.

 

Ensures that the Test team members (usually contract personnel) are skilled, well trained, and utilize the tools and methodologies prescribed for effective testing activities leading to product improvements; this extends to and includes software; systems; and processes. Monitors test processes and technician verification of results as well as installation of systems, and the operation of automated test equipment. Ensures that specifications are met and report on performance with respect to specifications.

 

Ensures that the system which is being developed by contract staff meets approved System Requirements Specification (SRS) but doesn't exceed requirements within the scope of the contract. Through reports and briefings, provides expert technical advice, guidance, and recommendations to management and other technical specialists.

 

Participates in reviews of testing procedures and practices to insure documented procedures and policies are followed or are modified, as needed; collects system performance data and supports execution of program best practices, continuous process improvement and implementation of quality principles.   Develops and interprets policies, procedures, and strategies governing the planning and delivery of services.

GS-13:  Candidates must have had one (1) year of specialized experience equivalent to at least the next lower grade level. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position as described above, and that is typically in or related to the position to be filled.  

 

Examples of specialized experience for this grade level include: accomplishing a wide variety of duties associated with major IT computer and communications system designs and practices, including the work in the research, design, development, testing and utilization of information processing systems and prepares technical and progress reports on IT projects; preparing specifications, evaluating vendors, analyzing test reports, and guiding and directing the system test technicians in developing test scripts from requirements documents and/or analyzing systems documents; utilizing project management principles, methods and practices including developing plans and schedules for all requirements and testing activities; working with new IT developments and applications with emerging technologies and applications to business processes associated with the implementation of full life cycle testing of new systems development and design and/or operational systems; and applying government regulations and standards related to the acquisition, design, development and implementation of IT systems.
