If a New Jersey Air National Guard (NJANG) member is selected, the person must transfer to the NJARNG, and may be required to attend U.S. Army Basic Training.   Applicant may contact an Army National Guard Recruiter.

 

If the individual selected is currently on a title 10 tour no action can be taken until he/she is released from tour.

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required for this position:  A copy of the complete position description is available in the Human Resource Office.

 

MAJOR DUTIES:    Performs broad-in-depth financial analysis of inter-related accounting, logistics and computer systems concerning pay, accounts payable, and various travel entitlements, using multiple procedures, processes and techniques to evaluate alternatives and arrive at decisions, conclusions and recommendations. Performs in-depth analysis, complicated pay, travel, and accounts payable issues involving substantial corrective action and/or conditions. Analyzes particular facts of financial transaction problems/issues, verifies and evaluates data; obtains additional information to reconcile discrepancies or inconsistencies; and applies pertinent fiscal laws, regulations, precedent decisions, and procedures to determine appropriate action for resolution. Analyzes and resolves tax processing problems based on soldier inquiries or internal control audits/reviews, ranging from Permanent Change of Station (PCS) issues and combat tax exclusion pay to refunds of erroneous tax collections. Interprets data to identify problems, determines nature of the problem or issue, decides approaches to use to resolve issues, and recommends solutions for systemic changes to enhance operations.

QUALIFICATIONS REQUIRED:  APPLICANT MUST PROVIDE A COPY OF A CURRENT VALID DRIVER'S LICENSE

 

GENERAL EXPERIENCE: Experience, education, or training in progressively responsible clerical, office, or other work which demonstrates the candidates' ability to communicate with individuals at different levels in order to assist and provide information.

 

Please address the following Knowledge, Skills and Abilities (KSA's) in your resume:  Applicants who meet the eligibility requirements will be further evaluated on the following KSAs considered essential to perform the duties and responsibilities of this position.

 

SPECIALIZED EXPERIENCE: Must have at least 18 months experience in the following:

KNOWLEDGE of fact finding, investigative and problem solving techniques involving reconciliations of discrepancies that identify, analyze and recommend solutions regarding financial services, multiple entitlements, and payments to personnel in various duty statuses and commercial vendors which may include computation of interest due.

KNOWLEDGE of the organizational structure, functions, policies, and processes of the state's National Guard, to include relationships to state entities under DSCA operations.

KNOWLEDGE to reconstruct inaccurate accounts, gathers and organizes information for inquiries and resolves problems referred by others.

SKILL to suggest specific changes to the guidelines themselves, development of control mechanisms, additional training for customers and specific guidance related to the procedural handling of documents and information.

SKILL in researching, interpreting, analyzing, and applying regulations, policies, procedures and legal decisions and issuance regarding the full range of financial and commercial services provided, including public law; fiscal law; DoD, DA, FORSCOM, NGB, and DFAS regulations; Standing Operating Procedures; and Comptroller General Decisions.

 

 

 


SUBSTITUTION FOR SPECIALIZED EXPERIENCE: Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions.  Only education in excess of the first 60 semester hours (i.e., beyond the second  year) is creditable toward meeting the specialized experience requirement.  One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.
