JOB SUMMARY:

This position is in the Scientific and Professional (ST) criteria.  The ST members are involved in the performance of high-level research and development in the physical, biological, medical, or engineering sciences, or a closely-related field.   ST members are expected to possess a graduate degree, significant research experience, and a national or international reputation in their field.  ST positions are in the competitive service.

This position is a Senior Technologist in the Machinery Research and Engineering Department of the Carderock Division, Naval Surface Warfare Center with supervision provided by the Division Technical Director of the Carderock Division, Naval Surface Warfare Center.  The primary mission of this department is to provide technology development, acquisition support and life cycle management for machinery systems and equipment which are vital to enabling Navy ships to meet performance and mission requirements for mobility, crew systems support and combat system interface.

TRAVEL REQUIRED

This position serves as the technical expert in naval power architectures technologies.   The selectee will carry out personal scientific research and provide advisory services in his/her specialized field(s): fundamental scientific knowledge that can be applied to naval power architectures technologies, with the potential to transition this new scientific knowledge to future research and development efforts that could impact current and future design of submarines, surface ships and unmanned surface vehicles to ensure that the U.S. Navy maintains naval superiority over emergent threats.  The duties of the position focus on the development of fundamental scientific knowledge that has the potential to be applied to naval power architectures technologies, which in turn would have the potential to increase naval forces’ freedom of action by meeting the current and future needs for naval power for both manned and unmanned platforms.  The selectee is personally responsible for initiation, technical direction and participation in the creation of new theoretical concepts, the development of advanced mathematical models, and the judicious use of simulations and experimentation in a broad range of high level advanced fundamental scientific investigations for naval power architecture.  This position requires specialization in the development of advanced mathematical models, the use of simulations, and the performance of experiments to advance the fundamental scientific knowledge which have the potential to be applied to naval power architectures technologies including: resilient power networks to increase efficiency and power density; new theoretical approaches to improve power conversion, switching, distribution, and control; new topologies for energy storage power system architectures that integrate seamlessly in the power network; and, new theoretical approaches that can be applied to high energy pulse power, including switching and control.

                    

The role of the selectee is to personally conduct broad-based fundamental scientific research endeavors in naval power architectures that create new concepts, develop advanced mathematical models, and use of simulations and experimentation; facilitate the application of modeling, simulation, and experimentation to advance fundamental scientific knowledge in naval power architectures technologies used in naval engineering applications; guide and promote collaboration teams within the Navy and/or other related organizations;  and interact with intra-Division research teams, Systems Command sponsors, academia, and other scientific professionals.  The selectee will provide scientific oversight and collaborative guidance in the field and recommend directions and opportunities for future fundamental scientific research and the exploration of the potential application to naval power architectures technologies to groups within the department, other related organizations within the Division, the Navy and other Government agencies.

BASIC EDUCATION REQUIREMENT:     

The Office of Personnel Management has identified the following minimum educational requirements for this position:

Successful completion of a professional engineering degree from an ABET-accredited college or university.  –or- Successful completion of a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science of physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics. –or- Combination of education and experience that is equivalent to a professional engineering degree. Professional Engineering Registration to demonstrate the adequacy of education and experience. –or- Combination of education and experience that is equivalent to a professional engineering degree. Successfully passed the Engineer-in-Training (EIT) examination, which demonstrates the adequacy of education and experience. –or- Successful completion of a degree with at least 60 semester hours of courses in  physical, mathematical, and engineering sciences, and in professional engineering curriculum (as described above). –or- Successful completion of a degree in engineering technology or in an appropriate professional field, (e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) and at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

MANDATORY TECHNICAL QUALIFICATIONS:

The applicant is to provide a separate narrative statement to each of the following technical qualifications which describes fully, but concisely, how his/her experience supports each of the following qualifications.  Each technical qualification narrative should not exceed 2 pages.  Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:

1. International reputation in the fundamental scientific knowledge related to naval power architectures technology, which includes: resilient power networks to increase efficiency and power density; new theoretical approaches to improve power conversion, switching, distribution, and control; new topologies for energy storage power system architectures that integrate seamlessly into the power network; and new theoretical approaches that can be applied to high energy pulse power, including switching and control.

         

2. Proven ability to propose, develop and conduct individual research in the development of mathematical models and simulations which can applied to theoretical and experimental research in the areas of naval power architectures technologies which would have the potential for application in current and future designs of submarines, surface ships and unmanned vehicles to ensure that the U.S. Navy maintains superiority over emergent threats. 

 

3. Demonstrated competence in leading science and technology programs acquired through personal planning, managing and executing significant science and technology programs/projects in naval power architectures technologies.

 

4. Ability to consult, explain, advocate, and communicate highly complex issues relating to naval power architectures technologies and fundamental scientific concepts to a wide range of technical, scientific, academic, executive and flag level audiences.

SPECIAL REQUIREMENTS:

 

Selected candidate will be subject to a one-year probationary period unless required probationary period has been served.  Selectee may also be subject to a records review prior to being appointed to this position.

  

Selectee must be able to obtain and maintain a security clearance.

 

Selectee will be required to complete and submit an Executive Personnel Financial Disclosure Report, OGE-278, prior to entering the position and annually thereafter.

HOW YOU WILL BE EVALUATED:

All candidates will be screened against the above listed minimum qualifications required. Candidates considered basically qualified will be further reviewed by a panel of subject matter experts from both within and outside the government on the degree to which they possess each of the knowledge, abilities and personal attributes listed above.  The panel will make their selection recommendation for consideration by the Navy Science and Technology Personnel Review Board (NST PRB) who will recommend via the Chief of Naval Research the best qualified candidate(s) to the official authorized to make the selection.  Filling of this position is subject to availability of a position allocation.
