JOB SUMMARY:

Hawaii Army National Guard

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

LOCATION: Human Resources Office, Hawaii Army National Guard, Joint Forces Headquarters-Hawaii (JFHQ-HI), Honolulu, Hawaii.
RECRUITMENT AREA: Present Warrant Officers or enlisted members of the US Armed Forces within the State of Hawaii.

SUMMARY OF DUTIES: 

The position manages all full-time manpower requirements; provide manpower advisory services for all state levels of command; perform position management for technician requirements; and assist in management of Army National Guard technician payroll appropriations and disbursements.
• Participates in long range planning with organizational managers to properly organize structures, to enhance mission accomplishments, classification accuracy, to ensure military compatibility, and allow for upward mobility both full-time and militarily.
• Provides recommendations to managers and supervisors relative to ways to reduce turnover, prevent job dilution, facilitate career development, achieve upward mobility, and restructure jobs to facilitate recruiting.
• Reviews determinations of full time manpower requirements for the Army and Air National Guard.
• Validates appropriate technician pay accounts for use in various organizations of the ARNG based on manpower vouchers.

QUALIFICATIONS REQUIRED: If your resume does not include a narrative description of how you meet the GENERAL and SPECIALIZED experiences, you may lose consideration for this position. Ensure that the Questionnaire is completed on Application Manager.

GENERAL Experience: Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management.  Experience using computer and automation systems.

SPECIALIZED Experience: GS-11 – Must have at least 36 months experience which provided a detailed knowledge of the National Guard organizational structures, functions, procedures and techniques. Experience gathering information, identifying and analyzing a variety of issues, and developing recommendations involving manpower management.  Experience presenting and discussing complex matters in a clear and convincing manner.  Experience in communicating with people from various backgrounds and circumstances. 

GS-09 – Must have at least 24 months experience which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience analyzing, interpreting and developing policies and procedures of local management.

GS-07 – Must have at least 12 months experience which has provided knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience applying practices, theories, techniques, and methods of management. 
SELECTIVE PLACEMENT FACTOR: Must have finance and/or budget experience.

MILITARY TECHNICIAN COMPATIBILITY: Prior to placement in this position, the selected applicant must be assigned militarily in MOS 420A or 42A to any unit within the State.

b. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.

c. Permanent change of station (PCS) expenses may not be authorized for this position.  Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

d. In addition to your application, documents of last performance appraisal may be submitted.  If the performance appraisals are not available, documents of past civilian performance, letter of recommendations, and or military performance may be submitted.  These documents will be evaluated as part of the selection process. 

e. Applicants may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to military bearing leadership, or ability to work with others (teamwork) in a military environment.

f. Final selection will be based upon qualifications, suitability, and available manpower resources.

g. This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee’s Form I-9 to confirm work authorization.

h. Cost of living allowances (COLA) vary from island to island and is authorized only for those general schedule employees entitled to such allowances.  COLA is subject to change without notice.

i. Selectee may be scheduled for formal training at the Professional Education Center (PEC) within the first six months of employment.  Unless there are extenuating circumstances, failure to complete National Guard Bureau prescribed courses at PEC within the first year of employment, may be cause for reassignment to other full-time positions or termination of employment.  
j. This position may be filled at a lower grade if qualified candidates are not available.  A candidate selected under such circumstances may be promoted to the appropriate grade without further competition when recommended and when all other legal requirements have been met.
