We are an independent combat support agency within the Department of Defense (DoD). We are the Department's contract manager, responsible for ensuring Federal acquisition programs, supplies, and services are delivered on time, within cost and meet performance requirements.

About the Position:

The position of Industrial Property Clearance Specialist  is a position in the DCMA Keystone Program. DCMA uses the Expedited Hiring Authority to recruit and attract exceptional individuals into the Federal Workforce. Prior to appointment, all candidates will be required to sign a Keystone Conditions of Employment Agreement.

NOTE: During the Keystone Program, participants will receive specialized formal classroom training, computer-based training, and on-the-job (OJT) training. The training development program will consist of the following:

1. Report initially to CMO/Center for at least 1 week.

2. Spend 6 months in the CMO/Center for more OJT and developmental training.

3. Return possibly to the DLC for 1 week assessment/update training.

4. Return to the CMO/Center for more OJT and developmental training.

5. Return as necessary to the DLC throughout the 2nd/3rd year for additional functional training.

·Completes classroom and on-the-job training to acquire, exercise, and maintain knowledge of the duties required to perform management of the plant clearance program.

·In a trainee capacity, reviews contracts for special disposal provisions; conducts plant visits; makes pre-inventory scrap determinations, verifies inventory, and performs allocability reviews.

·Assists with performing prescribed screening and effecting resulting transfer and donation actions.

·Assists with reviewing contractor's in-house screening, sales and scrap procedures; reviewing excess inventory declarations and schedules.

In order to qualify, you must meet the education and/or experience requirements described below.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

To qualify at the GS-05 grade level, applicants must possess three years of general experience, one of which was equivalent to the GS-04 grade level. General experience is defined as: Experience involving an understanding of general business and/or industrial practices, and that demonstrated the ability to deal satisfactorily with others. Such experience may have been gained in purchasing (contracting), accounting/auditing, logistics, maintenance, production (manufacturing), property utilization, marketing, industrial planning, storage or supply management, legal, financial, engineering, quality assurance, inventory control, data processing, inspection of material, or similar activities. Experience in a trade or craft that provided knowledge of industrial operations and practices related to control of property.

To qualify at the GS-07 grade level, applicants must possess one year of specialized experience equivalent to the next lower grade/lebel (GS-05). Specialized experience is defined as: Experience that demonstrated: skill in developing, implementing, administering, evaluating, monitoring, or coordinating programs, policies, regulations, and procedures concerned with the management, control, utilization, or disposition of personal or industrial property; knowledge of the values and uses of property items, merchandising methods, marketing techniques and outlets, or general trade practices related to the disposition of property; and/or the ability to understand and evaluate business practices relating to the acquisition, control, use, consumption, maintenance, and preservation of property; working knowledge of equipment, machinery, tools, materials, or other items of personal or real property; knowledge of Government sales policies, regulations, and methods; and knowledge of contract provisions, and ability to interpret and apply contract clauses and Government procurement regulations.

Education can be substituted for experience.
