This position is located in the Department of Health and Human Services (DHHS), Health Resources and Services Administration (HRSA), Bureau HIV/AIDS, in Rockville, MD.

 

The Health Resources and Services Administration (HRSA), an agency of the U.S. Department of Health and Human Services, is the primary Federal agency for improving access to health care services for people who are uninsured, isolated or medically vulnerable. Comprising six bureaus and 10 offices, HRSA provides leadership and financial support to health care providers in every state and U.S. territory. HRSA grantees provide health care to uninsured people, people living with HIV/AIDS, and pregnant women, mothers and children. They train health professionals and improve systems of care in rural communities.

 

The position(s) is located in the HIV/AIDS Bureau (HAB) under the Health Resources and Services Administration (HRSA). HAB’s mission is to provide leadership and resources to assure access to and retention in high quality, integrated care and treatment services for vulnerable people living with HIV/AIDS and their families.

The incumbent of this position serves as the Director of the Division of Training and Capacity Development.

 

This position is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

Duties

The incumbent will serve as the Director of the Division of Training and Capacity Development.  If selected for this position, you will:

- Direct and coordinate day to day operational and administrative activities within DTCD, including Global Health Systems, AIDS Education and Training Centers and Part F- Special Projects of National Significance.

- Determine policy, prepare implementation and technical assistance plans, and monitor and evaluate programs developed with resources awarded under the Special Projects of National Significance and AIDS Education and Training Centers of the Ryan White HIV/AIDS Program as well as programs funded by the President’s Emergency Plan for AIDS Relief.

- Serve as the expert advisor and provide a national focus to the Bureau's Associate Administrator and to HRSA's Administrator on activities related to the implementation of Part F under Title XXVI of the PHS Act as amended by the Ryan White HIV/AIDS Treatment Extension Act of 2009.

- Develop, interpret, and analyze innovative models of HIV care, and work to increase the number of health care providers who are educated to counsel, diagnose, treat, and medically manage people with HIV/AIDS disease and help prevent high-risk behaviors that lead to HIV transmission domestically and globally.

- Direct major continuing HIV/AIDS grant programs and activities.

- Coordinate program personnel and budgetary estimates and justifications.

- Direct the design and implementation of mechanisms and systems for the purpose of day-to-day monitoring and evaluation of programs.
