The Office of Justice Programs (OJP) provides innovative leadership to federal, state, local, and tribal justice systems, by disseminating state-of-the art knowledge and practices across America, and providing grants for the implementation of these crime fighting strategies. OJP works in partnership with the justice community to identify the most pressing crime-related challenges confronting the justice system and to provide information, training, coordination, and innovative strategies and approaches for addressing these challenges. OJP is seeking results-oriented professionals to join our team and build solutions to address evidence-based, "smart on crime" approaches in criminal and juvenile justice.
This position is located in the Department of Justice, Office of Justice Programs, Office of Administration, Acquisition Management Division.

Performs work related to the review of contract actions or provisions to determine regulatory compliance or to improve contract competition.

Provides contract/procurement advice and assistance to program managers, technical and financial specialists, co-workers, and/or others on contract or procurement policies, problems, or issues.

Performs work related to the review, analysis, and/or interpretation of procurement statutes, regulations, policy, concepts, guidance, or procedures for use in the solution of procurement or contracting problems or the accomplishment of projects or programs.

BASIC QUALIFICATIONS:

A. Successful completion of a full four-year course of study leading to a bachelor's degree with a major in any field.

OR

B. Successful completion of at least 24 semester/36 quarter hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

C. EXCEPTION: Employees in GS-1102 positions will be considered to have met the basic requirement for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12.

ADDITIONAL EXPERIENCE REQUIREMENTS

In addition to meeting the basic entry qualification requirements, applicants must have one (1) year of specialized experience at or equivalent to at least a GS-7.

Specialized experience is experience which is in or directly related to contracting and procurement work and which has equipped the applicant with the specific knowledge, skills, and abilities to perform successfully the duties of the position to be filled. Examples of specialized experience includes but is not limited to procuring a wide variety of products and services; administering terms and conditions of contracts; follow-up with vendors on delivery, invoicing and payment; performing price/cost analysis to determine price reasonableness or similar work. Experience with common contracting procedures and techniques to carry out recurring assignments involving the use of formal advertising and negotiated methods of contracting and contract administration or similar experience which is typically in or related to this position.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE

The experience requirements for the GS-9 level may be met by successful completion of two (2) full academic years of progressively higher level graduate education in an accredited college or university, in one or a combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR master's or equivalent graduate degree; OR LL.B. or J.D.

COMBINATION OF EDUCATION AND EXPERIENCE

An appropriate combination of successfully completed education and experience may be used to meet the total qualification requirements.

TECHNICAL QUALIFICATIONS:

* Ability to provide advice and assistance on contracting/procurement issues and activities.
* Ability to plan and execute work.
* Ability to communicate in writing.
* Knowledge of research and analysis techniques and methods.
* Ability to communicate effectively other than in writing.
* Knowledge of contract review and evaluation principles and techniques.
