The FBI must ensure our workforce is fully staffed to continue protecting our nation and combating crime.  As a result, the FBI is committed to achieving FY 2014 hiring goals.  Effective, May 5, 2014, FBI employees will be precluded from moving to another position within the Bureau by means of promotion, reassignment or change to lower grade unless the new position is career enhancing (Headquarters to Field Offices or Field Offices to Headquarters) or offers a greater promotional potential than the position in which they are currently serving.

Management has the prerogative to select at any grade for which this position has been announced.


Identification of promotion potential in this announcement does not constitute a commitment or an obligation on the part of management to promote the employee selected at some future date. Promotion will depend upon administrative approval and the continuing need for an actual assignment and performance of higher-level duties.


The selectee will be required to serve a one-year probationary period for initial assignment to a supervisory position.

All selectees, with the exception of current FBI employees, will be required to serve a one-year probationary period.

The probationary periods will be served concurrently.

  • Relocation expenses will be borne by the FBI. Generally, following a COST TRANSFER you will be eligible for transfer after completing three years in the assignment. Additionally, NO COST TRANSFER require a one-year assignment commitment to be eligible for further FBI transfers.

* Performs analytical studies as assigned to measure the effectiveness, efficiency, and productivity of office programs.

* Conducts self-initiated analytical reviews of work functions, personnel needs, and office automation designed to refine, improve, and streamline office operations.

* Provides advice to management and employees regarding the entire range of personnel/human resources issues, and ensures personnel management regulations, and policies are followed.

* Prevents or resolves problems within individual working relationships that could adversely impact office functions.

*Conducts studies to identify short and long term personnel needs and to determine underlying causes for management problems.

*Serves as immediate supervisor over employees and subordinate supervisory personnel, planning, organizing, assigning, and reviewing work and performing supervisory personnel functions.

Qualifications for the GS-11: Applicants must possess one (1) year of SE equivalent to the GS 9 grade level. SE is:

* Provided advice regarding employee relations, performance, awards, personnel actions, and resolving grievances.

* Conveyed information clearly and concisely in written format.

Qualifications for the GS-12: Applicants must possess one (1) year of SE equivalent to the GS-11 grade level. In addition to meeting the GS 11 qualifications, SE is:

* Prepared preliminary budget estimates and wrote justifications for the funding requests.

* Performed analytical studies to measure office program effectiveness, efficiency, and productivity.

IN ADDITION TO THE ABOVE EXPERIENCE, THE APPLICANT MUST POSSESS SUPERVISORY EXPERIENCE TO QUALIFY AND THIS EXPERIENCE MUST BE DOCUMENTED IN HIS/HER RESUME.

Education may be substituted for SE as outlined below:

GS-11: Applicant must have a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree OR an LL.M., if related.

GS-12: Education may not be substituted for SE at this level.

Qualifying education may have been gained in any field. All degrees must be from an accredited college or university.

Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.

Required Leadership Training:  This position aligns to the front line manager career level.  All new FBI supervisors are required to attend and complete the Leadership Development Program’s front line school before the expiration of their probationary period.  This five-day, instructor-led classroom course, located in the Washington, D.C. area, will teach FBI core competencies and will prepare new front line supervisors for the leadership challenges specific to their roles.  Upon selection, candidates will be automatically enrolled in the course.  Additional information regarding this training will be provided at the time of selection by a Leadership Development Program representative.
