The FBI must ensure our workforce is fully staffed to continue protecting our nation and combating crime. As a result, the FBI is committed to achieving FY 2014 hiring goals. Effective, May 5, 2014, FBI employees will be precluded from moving to another position within the Bureau by means of promotion, reassignment or change to lower grade unless the new position is career enhancing (Headquarters to Field Offices or Field Offices to Headquarters) or offers a greater promotional potential than the position in which they are currently serving.

Relocation expenses will be borne by the selectee, except FBI employees returning from Legat assignment.
Generally, following a COST TRANSFER you will be eligible for transfer after completing three years in the assignment. Additionally, NO COST TRANSFER require a one-year assignment commitment to be eligible for further FBI transfers.
 
Employees returning from Legat assignment must advise the Staffing and Administrative Unit, International Operations Division, of their application for this position.


Management has the prerogative to select at any grade for which this position has been announced.

Identification of promotion potential in this announcement does not constitute a commitment or an obligation on the part of management to promote the employee selected at some future date. Promotion will depend upon administrative approval and the continuing need for an actual assignment and performance of higher-level duties.

- Provides administrative support and coordination for the overall training program in a field office.

- Provides training to local and regional law enforcement within the jurisdiction of the field office, field office personnel, and for facilitating training programs in conjunction with the Training and Development Division, FBIHQ.

- Serves as the primary FBI contact for external organizations on non-law enforcement-related matters regarding training initiatives.

- Manages training budget accounts, expenditure tracking, and spending authorization.

Qualifications for the GS 7: One (1) full year of SE equivalent to the GS 5 grade level. SE for the GS 7:

- Applied data gathering methods to collect information

- Proficiency in utilizing computer software applications

- Create, manage, and manipulate automated and manual records

- Maintained liaison within and outside the organization.
 
Qualifications for the GS 9: One (1) full year of SE equivalent to the GS 7 grade level. SE for the GS 9:

- Applied data gathering methods to collect information

- Proficiency in utilizing computer software applications

- Create, manage, and manipulate automated and manual records

- Established and maintained liaison within and outside the organization.

 - Coordinated and facilitated training programs and managed budget/expenditures.

Applicants may substitute education for Specialized Experience (SE) as outlined below:

GS 7: Applicant must have one (1) full year of graduate level education or superior academic achievement (SAA). SAA is the completion of all the requirements for a bachelor's degree from an accredited college or university, which is based on (1) class standing, (2) grade-point average (3.0 or higher as recorded on an official transcript, or as based on courses completed during the final 2 years of the curriculum), or (3) honor society.

GS 9: Applicant must have a master's or equivalent graduate degree OR two (2) full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related.

Qualifying education may have been gained in any field. All degrees must be from an accredited college or university.

Education completed in foreign college or universities may be used to meet the above requirements provided you can show the foreign education is comparable to that received in an accredited educational institution in the United States.

A Letter of Requirement (LOR) is issued when a supervisor identifies leave abuse and/or when frequent absences negatively impact operations of an office. 

Any work performed outside normally assigned duties (that would not normally be documented on a SF-50, i. e. , back-up duties), has to be properly documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position. If no documentation is furnished no credit will be given for time worked in that position.  The following notations must be specified in the documentation (Memorandum of Understanding): (1) % of time worked in the particular position (cannot conflict with main duties); (2) the month/year work began; (3) frequency worked
(i.e., daily, monthly, etc. ; and (4) specific duties performed.  Memorandum of Understanding must be submitted by the closing date of this announcement.
