This position is located in the Operations Flight of a Base Communications Squadron.

The purpose of this position is to serve as an assistant to the base Information Assurance Specialist and to administer the Communication-Computer Security (COMPUSEC) program, Electronic Key Management System (EKMS), Emission Security, and Information Assurance Awareness Programs.

In order to meet the minimum qualifications for this  INFORMATION TECHNOLOGY SPECIALIST (INFOSEC) position, you must meet the following criteria.

 

GENERAL EXPERIENCE: 

Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process.  Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.  

 

SPECIALIZED EXPERIENCE:

GS-05– Must have at least 6 months experience, education or training receiving, maintaining and issuing data storage media for computer operations.  Experience in scheduling the use of computer time for program processing.  Experience collecting and sequentially staging input media with associated program instructions for processing.   Experience in at least one programming language.

GS-07 – Must have at least 12 months experience, education, or training in translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language.  Experience interviewing subject-matter personnel to get facts regarding work processes, and synthesizing the resulting data into charts showing information flow.  

GS-09 Must have at least 24 months experience, education, or training in analysis of the interrelationship of pertinent components of the system.  Experience planning the sequence of actions necessary to accomplish the assignment.  Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency.   

 

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: 

For the GS-5 level, a 4-year course of study leading to a bachelor's degree may be substituted for the experience requirements.   At the GS-7 level, one full year of graduate level education or superior academic achievement.  At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted.  At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.    

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

 

KSA's:

Candidates will be evaluated on the basis of the KSA's listed below.   Applicants are encouraged to address the KSA's in their application or resume or by submitting a supplemental statement with their application.   Written response to each KSA will ensure that specialized experience criteria is recognized and credited.

 

1.  Knowledge of IT security principles, methods, practices, systems and procedures sufficient to administer the INFOSEC program, analyze computer assets and establish security requirements, enforce mandatory access control techniques, identify violations, assess risks, and recommend corrective actions, assist in developing contingency plans, and provide information and assistance to customers on preparation of certification and accreditation packages.

2.  Knowledge of IT security principles, methods, practices, systems and procedures sufficient to administer the network security program and EKMS program.

3.  Knowledge of the capabilities and limitations of local and wide area networks, world wide web, technical computer integration and communication/distributed processing techniques, system software, and programming aids to accomplish computer security programming support or to accomplish tasks associated with network and/or telecommunications security software projects.

4.  Knowledge of technical characteristics of standardized telecommunications systems operating modes, equipment, equipment configuration, system software rules, work processes/rules, data models, file/database design/structure and content, internal computer processes, applications, and utility programs sufficient to administer the COMSEC program and carry out safeguarding of cryptographic equipment and material.

5.  Knowledge of the use and operation of a wide variety of cryptographic codes and equipment used in security telecommunications circuits, data voice, and facsimile systems/networks that transmit sensitive unclassified or classified information.

6.  Knowledge of commonly applied security principles, concepts, and methodologies in carrying out COMSEC, INFOSEC, EKMS, EMSEC, ETAP, etc., security program policy and procedures.

7.  Ability to apply sound judgment in the use of security knowledge and in weighing the impact of variables such as granting access to classified keying material and other issues that influence the course of actions taken in resolving security questions or issues.

8.  Ability to apply policies, principles, and IT security concepts sufficient to carry out activities leading to security certification or accreditation.

 

MILITARY REQUIREMENTS:  Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

All qualified applicants will be forwarded to the selecting official, unless there are more than seven qualified applicants.  In this case, the evaluation procedures in DMNA PAM 690-4, Chapter 5 will be used to further screen candidates prior to referral.  A panel of three members will be appointed to rate the candidates using the KSA factors.  Experience will be evaluated in terms of type and quality in relation to the requirements of the position.  Length of service or experience will only be used when there is a clear relationship with quality of performance or when necessary to break ties when all other ratings are equal. 

 

Following the determination of basic eligibility of the candidates as outlined in DMNA PAM 690-4, Chapter 5, qualified applicants will be referred to the selection official in the following sequence: 

 

1.  Category I:  All excepted service technicians in the New York Army National Guard  for Army technician vacancies and all excepted service technicians in the New York Air National Guard for Air technician vacancies, working at the location specified in the job announcement where the vacancy exists.

 

2.  Category II:  All currently employed excepted service technicians in either the New York Army or New York Air National Guard. 

 

3.  Category III:  Qualified members of the New York National Guard (Army or Air), to include AGR personnel and temporary and Indefinite technicians, or other individuals who are willing to become members of the New York Army or Air National Guard. 

 

* If there are fewer than three qualified applicants in Category I, then qualified applicants from Category II, III will be forwarded to the selection official, in sequential order, to provide at least three qualified applicants.
