About the Agency

The Lead Payment Disbursement Specialist works in Payment Management, Kansas City Regional Financial Center, Project Management and Operations Branch. This position is for the evening shift and includes serving as a team leader and operating and maintaining printing and other equipment, analyzing equipment operations, implementing internal procedures, and performing quality assurance.

As a Lead Payment Disbursement Specialist, you will:
- Lead the team in identifying, distributing, and balancing workload and tasks to team members.
- Operate and maintain a variety of equipment to include printers, print detective systems, inserts, enclosers, mail sorters and strapping machines and other miscellaneous equipment. Follow system/equipment schedules and work with vendor representatives to expedite maintenance/service requirements in order for systems/equipment to be available and reliable during production.
- Use a printing system to print U.S. Government checks and related financial documents. Operate printing and inserting systems and equipment, including integrated software applications, to set-up, print, insert, divert, sort and stage paper-check payments and associated inserts.
- Perform analysis of inserter counts vs. payment data documents to verify the accuracy of inserter generated payment products and annotate validated information in automated control logs.
- Investigate, isolate, and resolve problems involving/affecting checks managed by the Center.

You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: 
- Using automated check printing machines, check wrapping machines, inserting equipment, or automated sorting equipment which included analyzing settings, maintenance and trouble shooting of the machine(s).
- Quality assurance of printed and/or wrapped/inserted checks and experience with US Postal Service regulations.
- Experience providing guidance and instruction to other team members on these machines.
OR
You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11, you must have been at the GS-09 level for 52 weeks.


The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. CONDITIONS OF EMPLOYMENT:
